Amendment P00006 for the final Request for Proposal (RFP) has been released.

(a) The purposes of this amendment are as follows:

(1) To extend the due date for receipt of proposals to April 10, 2020, in recognition of proposal preparation disruptions resulting from the implementation of local/state COVID-19 safety measures. Offerors are reminded of the revised Large File Transfer (LFT) proposal submission approach as described in Amendment P00005 dated March 23, 2020.

(2) To provide the LFT Quick Start Guide and the LFT User Guide as separate attachments on beta.sam.gov.

(b) Attachment A, Change Log, describes the changes made to the solicitation as a result of this amendment.

(c) Failure by the offeror to acknowledge receipt of this amendment, either on the Standard Form 33, Solicitation, Offer, and Award, SF30, Amendment of Solicitation/Modification of Contract, or transmittal letter by the due date for receipt of proposals may result in a determination that the proposal is unacceptable and therefore ineligible for award.

(d) All other terms and conditions of RFP 80MSFC20R0036 remain unchanged.

This effort is a follow-on competition to the Marshall Engineering Technicians and Trades Support (METTS) Services Contract, #NNM15AA19C. METTS III services will provide direct support to the MSFC Engineering Directorate (ED), the Facilities Management Office (FMO), and other MSFC programs and projects requiring engineering technician and trade support services. The primary ED organizations supported by the METTS III services include the Materials and Processes Laboratory, the Space Systems Department, and the Test Laboratory. Additional support functions may be provided for the ED Propulsion Systems Department and Spacecraft and Vehicle Systems Department. METTS III services will support Propellants and Pressurants Delivery Systems (PPDS) plus Valve and Component Services (VCS) for MSFC through the FMO.

The Government intends to solicit offers using Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation, and NASA FAR Supplement (NFS) 1815, Contracting by Negotiation. All responsible sources may submit an offer in response to the solicitation which will be considered by the Agency.

The METTS III acquisition is anticipated to be an 8(a) small business set-aside. The Government contemplates awarding METTS III as a cost-plus-award fee contract with an indefinite-delivery, indefinite-quantity (IDIQ) component resulting from this solicitation.

Previous postings for this requirement include:

(1) On June 11, 2019, a request for Information (RFI) / Sources Sought Notice (Solicitation #: MSFC-PS21-METTS (III)) was posted on FedBizOpps, requesting capability statements from all interested parties, including Small, Small Disadvantaged Business (SDB), Section 8(a), Women-owned Small Business (WOSB), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned (SDVOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate small business set-aside classification or small business subcontracting goals for the METTS III acquisition. The response due date was June 25, 2019.

(2) On December 4, 2019, a Presolicitation Synopsis (Solicitation Number: 80MSFC20R0036) was posted on beta.SAM.gov to inform industry of the anticipated release date of the Draft Request for Proposal (DRFP), in addition to notifying interested parties of the plan to conduct an industry day briefing/site tour.

(3) On December 12, 2019, the Draft Request for Proposal (DRFP) (Solicitation Number: 80MSFC20R0036) was posted on beta.SAM.gov to solicit comments from industry for consideration in developing the final solicitation. The industry day briefing/site tour schedule was conducted on December 19, 2019.

(4) On January 2, 2020, the industry day briefing charts and site tour scripts along with the attendee list were posted.

(5) On February 13, 2020, the final Request for Proposal (RFP) was released.

(6) On March 4, 2020, Amendment P00001 for the final Request for Proposal (RFP) was released.

(7) On March 10, 2020, Amendment P00002 for the final Request for Proposal (RFP) was released.

(8) On March 16, 2020, Amendment P00003 for the final Request for Proposal (RFP) was released.

(9) On March 18, 2020, Amendment P00004 for the final Request for Proposal (RFP) was released.

(10) On March 23, 2020, Amendment P00005 for the final Request for Proposal (RFP) was released.

Background

Work Details
The contractor shall provide all resources necessary to perform and/or deliver the services outlined in Attachment J-1, Performance Work Statement (PWS). The contract type will be cost-plus-award fee for both the Mission Services and indefinite-delivery, indefinite-quantity (IDIQ) components. Core mission work that has been identified in advance and for which the estimated cost and fee have been negotiated shall comprise the negotiated contract value. The estimated cost of this contract is $ To Be Proposed (TBP) for the Mission base period only. The maximum potential not-to-exceed (NTE) value for the IDIQ component of this contract including Options is $196,793,000.

Period of Performance
The period of performance for this contract is from 10/01/2020 through 09/30/2021.

Place of Performance
The Contractor shall perform the work under this contract at Marshall Space Flight Center, Michoud Assembly Facility, and at such other locations as may be approved in writing by the.
