Description

The Marine Corps' MARNAV Program is the MCSC lead acquisition effort to field modernized PNT capabilities to host platforms. This program will incorporate an M-Code GPS capability along with additional PNT enablers/alternatives to provide a robust Navigation Warfare (NAVWAR) compliant capability to the warfighters. The purpose of this RFI is to determine the availability and adequacy of potential commercial sources before determining the acquisition strategy and issuance of an RFQ/RFP. It is also an opportunity for Industry to provide feedback to the Government on the MARNAV Block 2 Draft Performance Specification (P-SPEC) to assist the Government in refining the requirement.

Background
The Marine Corps Systems Command (MCSC) is leading the MARNAV Program to modernize Positioning, Navigation, and Timing (PNT) capabilities for warfighters. This initiative aims to incorporate M-Code GPS capabilities and other PNT alternatives to enhance Navigation Warfare (NAVWAR) compliance.

The program is part of broader military efforts to improve PNT capabilities using advanced GPS signals and non-GPS sensors. The PNT Team under Program Manager Tactical Communications and Electromagnetic Warfare Systems (PM TCE) is responsible for managing the acquisition and delivery of these capabilities across various ground systems.

Work Details
The MARNAV Block 2 program will involve the following tasks:
- Fielding modernized PNT capabilities to host platforms.
- Incorporating M-Code GPS capability along with additional PNT enablers/alternatives.
- Conducting market research to assess potential commercial sources before issuing a Request for Quotations (RFQ) or Request for Proposals (RFP).
- Gathering industry feedback on the MARNAV Block 2 Draft Performance Specification (P-SPEC) to refine requirements.
- Engaging in a full and open competition leading to a single Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Engineering and Manufacturing Development (EMD), system fielding, and sustainment.
