This is a follow-on procurement for the MARMC Messing and Berthing Barges Program. This requirement is currently satisfied under a Firm Fixed-Price (FFP) Multiple Award Contract Indefinite Delivery/Indefinite Quantity (MAC-IDIQ) type contract. On 07 February 2020, the previous requirement was awarded by MARMC as a Total Small Business Set Aside. MARMC awarded five (5) MAC-IDIQ contracts for Messing and Berthing Barges utilizing the procedures of FAR Part 15. The contractor shall furnish the necessary non-personal management, administrative and production support, materials, tools, equipment, facilities, and required support to accomplish a full range of depot level troubleshooting, repair, renewal, refurbishment, modernization, maintenance, and testing of U.S. Navy Messing and Berthing Barges and their auxiliary systems (hull, mechanical, and electrical) including the potential of periodic docking. Offerors shall employ trained and technically qualified personnel and provide evidence of personnel qualifications in order to demonstrate the ability to perform Messing and Berthing Barges repair, maintenance and sustainment. Background

Work Details
The MAC-IDIQ vehicle for Messing and Berthing Barges shall encompass complex emergent, scheduled, continuous maintenance, modernization, repair, and sustainment requirements for various barge classes such as Auxiliary Personnel Lighter Barge (APL), Yard-Repair Berthing and Messing Barge (Large) (YRBM(L)), Yard-Repair Berthing and Messing Barge (YRBM), Yard Repair Barge (YR), Open-Lighter (YC). The Contractor shall provide pier side assists, in-plant and dry dock capabilities by providing the necessary management, technical services, labor, material, support services and equipment to accomplish a full range of depot level repairs and alterations.

Place of Performance
The place of performance is the Hampton Roads Area where the Mid-Atlantic Regional Maintenance Center (MARMC) will administer the Contract. Under normal conditions, work will be accomplished within a 50-mile radius of Naval Station Norfolk in Norfolk, VA. Additionally, there are requirements that may be required elsewhere within the continental Unites States (CONUS), including but not limited to long distance towing and sustainment work.
