Marketing Support for HUD’s Housing Surveys

Background
The Office of Policy Research (PD&R) at the U.S. Department of Housing and Urban Development (HUD) requires contractor support to coordinate the marketing effort for HUD's housing surveys, including the American Housing Survey (AHS), Rental Housing Finance Survey (RHFS), Survey of Market Absorption of New Apartments (SOMA), Manufactured Homes Survey (MHS), and Survey of Construction (SOC).

The goal of this contract is to provide marketing support services that expand the user base for these surveys and develop tailored survey data products.

Work Details
The contractor shall perform the following tasks:
1. Expand the HUD housing surveys user base through targeted marketing of survey data products to various user groups.
2. Develop survey data products such as factsheets or infographics tailored to specific user group needs.
3. Perform targeted outreach and assistance to current HUD housing survey users by publishing short articles about HUD's housing surveys.

Specific deliverables include:
- 0001 Project Management
- 0002 Create and Publish Infographics
- 0003 Create and Publish Short Articles
- 0004 Create an 'AHS Strategic Plan: 2021 and Later' Report
- 0005 Create AHS Metropolitan Fact Sheets, among others.

Period of Performance
The contract will be performed over a base period from July 30, 2026, to July 29, 2027, with an option year extending from July 30, 2027, to July 29, 2028.

Place of Performance
The services under this contract will be performed on-site at the Government’s facility located at HUD Headquarters in Washington D.C.

Bidder Requirements
Bidders must meet the following requirements: Small Business Set Aside - Total (SBA), possess necessary security clearances for personnel accessing HUD facilities, and demonstrate relevant experience in public relations or marketing related to housing surveys.
