Description

This is a market survey for the manufacture and delivery of PAR-38 60 Watt Incandescent Tungsten- Halogen Lamp, NSN 6240-01-344-4811, for the office of the Navigation/Landing/Weather Product Division (AML-7000) located at the Mike Monroney Aeronautical Center within the Federal Aviation Administration (FAA). PAR-38 incandescent aviation service lamps will be used in the following runway approach lighting systems: Medium Intensity Approach Lighting System with Runway Alignment Indicator Lights (MALSR). These lamps are to maintain continuous safe operation of air traffic, especially at night and under poor weather conditions.

The purpose of this announcement is to conduct a market Survey to solicit statements of interest and capabilities from interested vendors, in accordance with FAA Acquisition Management System (AMS) Policy 3.2.1.2.1. This market survey will enable the FAA to review responses that are current and will assist with acquisition planning based on current data. The responses to this market survey will be used for informational purposes only.

This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to this market survey. Therefore any cost associated with a market survey submission is solely at the interested vendor's expense.

The FAA has a requirement for PAR-38 60W Incandescent Tungsten - Halogen (NSN 6240-01-344-4811), to be manufactured in accordance with attached DRAFT Statement of Work and FAA PAR-38 MALS Lamp Technical and Test Requirement. The lamps, covered by FAA PAR-38 MALS Lamp Technical and Test Requirement, are to be used for outdoor operation.

The nature of the competition and procurement method that will be conducted for this requirement has not yet been determined. The FAA will review the responses to this Market Survey and will make acquisition planning decisions based on market survey responses and the FAA's needs. The FAA may decide to conduct a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses, or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program.

The purpose of this market survey is to obtain information that is to be used by the FAA in choosing the method and type of procurement competition to be used to fulfill this requirement. The FAA requires copies of certification letters for interested service-disabled veteran-owned small businesses (SDVOSB) or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. In order to make this determination the FAA requires the following information from interested vendors in accordance with the attached documents herein:

1. Capability Statement - This document is limited to not more than six (6) pages and must identify:

(a) dollar value and type contracts where your firm has provided such lamps. (provide dollar value, type of contract, start/completion dates, and customer/end-user information)

(b) number of years in business providing the type of product required of this announcement;

(c) clearly state whether you can manufacture the following type of lamp as specified in the FAA Specification, FAA PAR-38 MALS Lamp Technical and Test Requirement:

2. A copy of the vendor's SBA 8(a) Certification Letter, if applicable or Certification of SDVOSB eligibility, if applicable.
