Market Survey - PNE ATCT (Design-Build) Project in Philadelphia, PA

Background
The FAA is seeking to undertake a Design-Build project for a new Airport Traffic Control Tower (ATCT) at Northeast Philadelphia Airport (PNE). This project aims to enhance air traffic management capabilities in the region, ensuring safety and efficiency in airport operations. The contract will encompass all necessary design, engineering, construction, and ancillary services required for the successful completion of the ATCT facility.

Work Details
The scope of work includes various construction tasks categorized under different sections:

- **General Requirements**: The Design-Builder must provide all materials, labor, equipment, and services necessary for the project. All design work must be site-specific and adhere to applicable standards and codes. The facility should have a minimum design life of 50 years and achieve energy consumption levels at least 30% below ASHRAE 90.1 standards.

- **Substructure**: This includes foundations designed based on site-specific conditions, basement construction that meets IBC standards, and dewatering systems if required.

- **Shell**: The superstructure will consist of framing systems, elevated slabs, roofing, and catwalks designed to meet or exceed loading criteria specified in TFDS Table 8-2. Fire resistance ratings must comply with IBC requirements.

- **Interior Construction**: This involves space programming, interior partitions made from metal studs with gypsum board, sound-rated assemblies, fire-rated wall assemblies, and interior doors that meet accessibility requirements.

- **Services**: Installation of plumbing, HVAC systems, fire protection systems, electrical systems including emergency power supplies.

- **Equipment and Furnishings**: Provision of necessary equipment and furnishings as per specifications.

- **Special Construction and Demolition**: Includes selective demolition as required for the project.

- **Site Work**: Site preparations including grading, drainage systems installation, utility connections, and landscaping as per the design requirements.
