Description

Background
The Federal Aviation Administration (FAA) is conducting a market survey to assess the capabilities of vendors for the National Test Equipment Program (NTEP) Office (AJW-1610). The goal of this Blanket Purchase Agreement (BPA) is to acquire multiple items of test equipment necessary to support the National Airspace System (NAS). This initiative aims to standardize test equipment throughout the NAS and streamline the acquisition process, ensuring that facilities have the required tools to maintain operational standards.

Work Details
The FAA requires various commercial test equipment as outlined in the Statement of Work (SOW). The specific items include:
- Keysight Signal Generator E8257D with options
- Keysight Counter 3 GHz 53220A
- Keysight Spectrum Analyzer N9000B
- Keysight Power Meter E4416A
- RF Analog Signal Generators N5171B
- Fluke Multimeters and Testers including models 289, 1587FC, and 1732-EUS
- Tektronix Oscilloscopes MDO34-350 and MDO34-500.

Additionally, a comprehensive list of equipment with model numbers and NSNs is provided in the SOW. The procurement will be shipped to multiple government locations both within and outside the Continental United States (CONUS).

Period of Performance
The period of performance for this contract will be four years, beginning in the Fiscal Year from the date of award.

Place of Performance
Oklahoma City OK UNITED STATES

Bidder Requirements
Vendors interested in responding must provide a capability statement detailing their ability to supply specified equipment. The FAA encourages responses from small businesses, including service-disabled veteran-owned, women-owned, and 8(a) certified firms. There are no specific manufacturer or reseller authorizations mentioned; however, bidders should demonstrate their capacity to meet the requirements outlined in the SOW.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on prior award GS07F5868P-6973GH24A00007, awarded to International Television Corporation for $2,005,787 with a period of performance from 10/10/23 to 09/30/27. The prior award description—to obtain the commercial test equipment required to support the NAS—aligns closely with the current requirement to supply test equipment under an NTEP Office (AJW-1610) BPA, suggesting the effort may be a continuation or replenishment of similar NAS test equipment needs.

Government Description:

MARKET SURVEY/CAPABILITY ASSESSMENT FOR NATIONAL TEST EQUIPMENT PROGRAM (NTEP) OFFICE (AJW-1610) BLANKET PURCHASE AGREEMENT (BPA) TO SUPPLY TEST EQUIPMENT (TE) REQUIRED TO SUPPORT THE NAS.

The purpose of this announcement is to conduct a market survey to solicit statements of interest and capabilities from interested vendors in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1. This market survey will enable the FAA to review responses that are current and will assist with acquisition planning based on the current data obtained. The responses to this market survey will be used for informational purposes only.

The Federal Aviation Administration (FAA) has a requirement for the acquisition of multiple items of test equipment using a blanket purchase agreement (BPA). Please refer to the attachment for Equipment identification and estimated annual quantities. The respondents are required to provide a list of the equipment specified in the Statement of Work (SOW) that they can supply. Procurement would be shipped to multiple government locations within and outside CONUS (Continental United States).

The Government welcomes statements of interest and capabilities from all small businesses, including service-disabled veteran-owned small business, women-owned small businesses, and 8(a) certified firms, which are capable of providing the required items. Based on historical performance, it is anticipated that contract will be set aside to Small Businesses. Depending on responses to this survey and analysis of market research collected, the Government will develop and refine its procurement strategy at its discretion, which may involve a full and open competition, a set-aside of all or part of the procurement, or pursuit of another acquisition strategy that the Government determines is in its best interest in order to fulfill its requirements.
