Market Survey BIL- FUNDED for the ROOF REPLACEMENT PROJECT, McGHEE TYSON AIRPORT ATCT, LOUISVILLE, TN 37777.

The responses to this market survey will be used for information purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting proposals currently. The responses will be used to develop the source list for this requirement. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submissions solely at the interested vendor's expense.

The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran owned small businesses and 8(a) certified firms, capable of providing the services outlined in the Statement of Work.

This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms.

The acquisition strategy for the procurement has not been determined at this time; however, either an unrestricted competition or a set-aside will be chosen depending on the responses to the market survey.

This project is intended to be funded by the Bipartisan Infrastructure Law (BIL). As such this project will be subject to associated FAA reporting requirements. If a contract is awarded, the contractor will be responsible to complete and submit this report prior to final payment per the associated contract clause AMS 3.18-1 Bipartisan Infrastructure Law Reporting Requirements (October 2022) that will be included in any resulting solicitation and contract. A copy of this clause and report form titled Uniform Bipartisan Infrastructure Law (BIL) Data Report are available in the attachments of this announcement.

This FAA currently estimates this project should cost between $300- $400K; however, please note the Statement of Work (SOW) attached to this announcement is considered to be in DRAFT format at this time and subject to change as a result of ongoing market research efforts.

In order to make this determination the FAA requires the following from interested vendors:

Background
The Federal Aviation Administration (FAA) is conducting a market survey to gather statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, and 8(a) certified firms for the Roof Replacement Project at McGhee Tyson Airport ATCT in Louisville, TN.

This project is intended to be funded by the Bipartisan Infrastructure Law (BIL), and the FAA aims to determine if adequate competition exists for potential set-asides. The estimated project cost is between $300,000 and $400,000.

Work Details
The work involves replacing the existing roof of the base building at the Knoxville Air Traffic Control Tower (approximately 8,500 square feet) with a mechanically fastened, single-ply PVC membrane roofing system.

Key tasks include:
1. **Hazmat**: Testing for asbestos in existing roofing materials and providing abatement options if necessary.
2. **Demo/Install**:
- Remove existing cab roof including insulation board and flashing material.
- Install two layers of 1.5” polyiso insulation and one mechanically attached layer of ¼” densdeck or approved equal.
- Install a 60 mil mechanically fastened single-ply membrane roofing system without using electromagnetic induction bonding due to FAA radio interference.
- Ensure proper drainage by cleaning out existing roof drain grates and replacing drains as necessary.
- Inspect and repair the existing roof deck as needed, with a plan for up to 300 square feet of decking repair included in the base bid.
3. **Coordination**: Work must be coordinated with FAA representatives, especially considering that this facility operates 24/7 for air traffic control. Work above the TRACON area must be scheduled during low traffic periods, specifically between 2350-0600 hours.
