Description

In accordance with Federal Aviation Administration's (FAA) Acquisition Management System (AMS) Procurement Guidance T3.2.1.2, the purpose of this announcement is to conduct a market survey to solicit statements of interest and capabilities from interested vendors. Responses will aid the FAA in its determination as to whether adequate competition exists to compete this effort.

The Federal Aviation Administration's (FAA's) Office of Human Resource Management (AHR) is responsible for developing and managing the policies, procedures, and systems that ensure that the Agency recruits, hires, trains, and retains the right people to carry out its mission. The Air Traffic Control Specialist (or more simply, controller) position is one of FAA's Mission Critical Occupations (MCOs). It is also our largest single job category with nearly 15,000 controllers serving nationwide. It is essential that FAA maintain the highest standards to identify, screen, assess, and select the best controller applicants. Toward that end, the FAA uses the Air Traffic Skills Assessment (ATSA), a pre-employment selection test battery, to identify candidates who have the highest probability of succeeding as air traffic controllers. Each year, the FAA administers the ATSA to thousands of controller job applicants.

Background
The Federal Aviation Administration (FAA) is conducting a market survey to solicit statements of interest and capabilities from vendors to determine if adequate competition exists for the procurement of test administration services for its pre-employment selection test battery for air traffic control specialists. The FAA's Office of Human Resource Management is responsible for developing and managing policies, procedures, and systems to recruit, hire, train, and retain individuals for air traffic controller positions. The Air Traffic Control Specialist (controller) position is one of FAA's Mission Critical Occupations (MCOs) and the largest single job category with nearly 15,000 controllers serving nationwide.

Work Details
The contractor is required to administer the Air Traffic Skills Assessment (ATSA) in proctored testing facilities nationwide, including multiple commercial-off-the-shelf subtests from third-party vendors. The contractor must schedule applicants via a web-based application, conduct load assessments to predict geographical areas where scheduling may be challenging, administer the ATSA in proctored test centers during the testing cycle established by the FAA, conduct quality checks and provide electronic test data to the FAA upon completion of the testing cycle, track and maintain metrics related to the test battery, compile Incident Reports that document any issues during the scheduling or test administration process, and provide customer support to the applicants throughout the process.

Period of Performance
The period of performance for this Firm-Fixed Price (FFP) IDIQ contract will be one base year with four possible option renewal periods (for a total of 60 months if all options are exercised). The FAA may order testing services during the final months of each performance year. In these situations, completion of testing may extend into the next option period or end of contract by a period of up to six (6) months.

Services will occur nationwide at the Contractor’s facilities.
