Description

Background
The U.S. Army Corps of Engineers / Alaska District is seeking to design and construct two facilities at Joint Base Elmendorf Richardson (JBER) in Alaska: a Pallet Processing Facility (JBR041) and a Rapid Deployment Facility (JBR044). The goal of these projects is to enhance operational capabilities for the deployment of Airborne forces and support subsequent power projection of follow-on forces and equipment.

The Pallet Processing Facility will serve as the only hazardous cargo processing point, while the Rapid Deployment Facility will support pre-deployment and redeployment activities for Brigade Combat Teams.

Work Details
The Pallet Processing Facility (JBR041) will be approximately 52,000 square feet and include administrative office space for six personnel, a warehouse floor for up to 30 military personnel, an Operations Control Center, pallet storage racks, a carpentry shop with heavy cutting tools, and material storage areas. It will feature an interior drive-through lane for trucks and loading dock capabilities with a rollerized scale. The facility must be fully enclosed and operational 24/7.

The Rapid Deployment Facility (JBR044) will include preparation and staging areas for Soldiers and vehicles, featuring an airfield side Passenger Shed with various functional spaces such as ammunition issue areas, latrines, and vehicle inspection lanes. It will also include a Joint Inspection Facility with indoor wash racks, storage areas, administrative space, and organizational vehicle parking. Both facilities will require cold climate design practices due to their location in Climate Zone 7.

Period of Performance
Design start in FY29 Q1, construction start in FY30 with a 24-month construction period.

Place of Performance
Joint Base Elmendorf Richardson (JBER), Alaska.

Bidder Requirements
Bidders must have bonding capacity to cover the total estimated project value of approximately $182.5 million combined for both projects. Specific requirements include knowledge of cold climate design practices, experience with inter-project coordination, ability to mitigate schedule risks associated with winter construction, and familiarity with temporary space requirements during construction.

Incumbent Analysis (see Incumbents section for more detail)
The solicitation for the Pallet Processing Facility (JBR041) and Rapid Deployment Facility (JBR044) appears to have a closely related prior contract history at JBER, including work specifically tied to JBR041. For example, Dowl performed “JBE104 PGM AND JBR041 PALLET PROCESSING FACILITY ON JBER” (W911KB22D0005), and Shannon & Wilson supported “JBR041 GEOTECHNICAL, PALLET PROCESSING CENTER” (W911KB24D0009), indicating prior design/technical support for the same pallet processing scope. In addition, Onyx Drilling provided “GEOTECHNICAL DRILLING AND SAMPLING SERVICES IN SUPPORT OF JBR044 RAPID DEPLOYMENT FACILITY” (W911KB24D0020), suggesting the RDF requirements are part of an ongoing effort with similar site characterization and facility-specific planning.

Pallet Processing Facility (JBR041): This project is required to provide a fully enclosed, all-weather, 24-hour Pallet Processing Facility operation that will serve as the only hazardous cargo processing point and consolidated alert final preparation and holding area at JBER. The facility will play a critical role in supporting the deployment of Airborne forces, as well as subsequent power projection of follow-on forces and equipment.

Rapid Deployment Facility (JBR044): Design and Construct a Rapid Deployment Facility (RDF) complex to conduct pre-deployment/redeployment activities in support of a Brigade Combat Team (Airborne) and follow-on forces. The RDF includes preparation and staging areas for unit Soldiers and vehicles, comprised of an airfield side Passenger Shed and Joint
Inspection facility.
