Description

C OMBINED S YNOPSIS/ S OLICITATION

1. This is a combined synopsis/ solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation document incorporates provision and clauses of those in effect through Federal Acquisition Circular 2021-07 effective 10 September 2021.

This is an all-or-none requirement and partial quotes will be deemed unresponsive and will not be evaluated. The Government will award on a single purchase order to the responsible Offeror whose offer conforms to the requirements as stated in the Solicitation and is most advantageous to the Government based on the criteria listed in section L and section M of the Solicitation.

Offerors must be registered in SAM at the time of submission and all responsible sources may submit a quote which, if timely, may be considered by the Agency. Quotes are due no later than the response time and date in the posting. Responses shall be submitted electronically, PDF or MS Word Format to the email address in the posting.

It is the responsibility of the Offeror to review the posting for any changes or amendments that may occur concerning this RFQ. It is the responsibility of the Offeror to ensure all quotes and/ or questions are submitted in a timely manner by the specified time and date.

2. Combined Synopsis Solicitation N6426721Q5273 is issued as a Request for Quotes (RFQ).

3. This a competitive, open market solicitation that is unrestricted to business size.

4. The associated North American Industrial Classification System (NAICS) code for this procurement is 611430 with a small business size standard of 12 million dollars.

5. The Naval Surface Warfare Center (NSWC), Corona Division, intents to award a single award BPA for Maritime Training.

6. Estimate period of performance: December 1, 2021 November 30, 2026

7. Location: At contractor site and MMSC training facility (MTF) in Jacksonville, FL.

8. The following clauses and provisions are applicable to this combined synopsis/ solicitation: 52.212-1, Instructions to Offerors-Commercial, 52.212-2, Evaluation-Commercial Items, 52.212-4, Contract Terms and Conditions-Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Status or Executive Orders - Commercial Items. 9. This procurement is being conducted pursuant to FAR Part 13 procedures. The Government intends to award a purchase order resulting from this solicitation to the responsible offeror who offers the lowest price, whose price is found to be reasonable, and whose quote does not take exception with any of the requirements for this procurement specified in the solicitation. In addition to meeting the general standards of responsibility found in FAR 9.104-1.
