  1. Introduction: This is an announcement for a Pre-Proposal Conference for the Maritime Special Operations Forces Support 2.0 (MSOFS 2.0) acquisition.
  2. Background: The Naval Special Warfare Command is sponsoring an unclassified Pre-Proposal Conference to provide an overview of the solicitation and ensure industry has a shared understanding of the requirements. The event is scheduled for 9:00am-4:00pm on Tuesday, 10 September 2024 at SOFWERX.
  3. Purpose: The purpose of this event is the following:
    • Provide overview and general information of the MSOFS 2.0 requirement
    • Allow for question and answer session; with focus on questions regarding the draft RFP
    • Hold one-on-ones with Interested Primes and their respective teams
    • Provide networking opportunity for contractors and subcontractors
  4. Special Note: This announcement is not a contract, a request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. The information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. The Government will not pay for any effort expended in response to this announcement, nor will the Government return any data provided. The Government is specifically requesting feedback on the draft RFP for MSOFS 2.0 which is planned to be issued o/a 15 August 2024. Company capability statements or brochures are not requested nor desired at this time.
  5. Registration: Pre-registration is REQUIRED. This is a no-fee event. Companies are required to e-mail Michelle Riisma at michelle.l.riisma.civ@socom.mil no later than 11:00 AM (EST) on 29 August 2024, with the following pre-registration information: (1) Company Name, (2) Company size under the applicable NAICS codes (Small Business Administration business size classification), (3) CAGE Code, (4) Facility Clearance, and (5) Name(s) of employees/representatives attending, to include any identified subcontractor/teammates. At this time, there is no limit on number of attendees per company, but depending on pre-registrations, companies may be asked to limit attendees. Failure to respond to the above RSVP will result in personnel being denied access. The event is open to all interested offerors but based on time constraints, one-on-one sessions will only be held with Interested Primes and their respective teams. In order to be considered an Interested Prime the company must be registered as a SB under NAICS 541990 in the System for Award Management AND have an active Top Secret Facility Clearance with Secret Safeguarding as indicated in the National Industrial Security System (NISS).

Background

Work Details
The Pre-Proposal Conference will include:

- An overview and general information of the MSOFS 2.0 requirement;
- A question and answer session focused on questions regarding the draft RFP;
- One-on-one meetings with Interested Primes and their respective teams;
- Networking opportunities for contractors and subcontractors.

It is important to note that this announcement is not a contract or request for proposal, nor does it commit the Government to solicit or award a contract. Feedback on the draft RFP for MSOFS 2.0 is specifically requested, with plans for issuance around 15 August 2024.
