MAINSAIL is being solicited as a 1-STEP CALL FOR PROPOSALS under the Autonomous Decisions, Algorithms, and Modeling (ADAM) Multiple Authority Announcement (FA2377-25-S-1207).

The objective of the MAINSAIL (Maritime Automated Ingestion for Scene-Aware Identification and Localization) is to develop autonomous capabilities to maintain custody of maritime targets of interest from primarily spaceborne sensing assets. The program shall do this both by using direct automated target recognition (ATR) methods and by using contextual data to enrich the data and allow for greater discriminative and predictive power. The effort shall concentrate on developing algorithms that find maritime targets, represent this information in machine-readable data format using high-level structures, and reason over this data to identify prior target locations and likely future target locations

Background
The Air Force Research Laboratory (AFRL), specifically the Multi-Domain Sensing Autonomy Division (AFRL/RYA), is issuing a solicitation for the MAINSAIL (Maritime Automated Ingestion for Scene-Aware Identification and Localization) program. The objective of this program is to develop autonomous capabilities for maintaining custody of maritime targets of interest using spaceborne sensing assets.

The goal is to enhance target recognition through automated methods and contextual data, improving the ability to identify and predict target locations.

Work Details
The contractor will be responsible for developing algorithms that can:
1) Identify maritime targets using automated target recognition methods.
2) Represent information in a machine-readable format utilizing high-level structures.
3) Analyze data to determine prior and likely future locations of targets.

Deliverable items include:
a) Data Items as specified in the attached Contract Data Requirements List (CDRLs).
b) Software deliverables, which may include software tools, algorithms, and both source and executable code, to be determined based on proposals.
c) Hardware deliverables, which may consist of computing equipment and special test equipment, also to be determined based on proposals.
d) Other deliverables as required, including data collection and demonstration results.

Period of Performance
The overall effort will span from contract award through September 2028.

Place of Performance
The geographic location(s) for performance are not explicitly stated in the solicitation.
