PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUES THE ONLY NOTICE THAT WILL BE ISSUED.

This is a combined synopsis and solicitation for commercial products prepared in accordance with format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotes are being requested. Written solicitation will not be issued. In accordance with FAR 5.203(a)(2) this solicitation will be posted for less than fifteen (15) days. Request for Quote (RFQ) Number is N66604-25-Q-0363.

The Naval Undersea Warfare Center Division, Newport (NUWDIVNPT) intends to award a Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract on an unrestricted basis using FAR 13 procedures. The North American Industry Classification System (NAICS) Code for this acquisition is 541715.

NUWCDIVNPT requires marine mammal surveys, telemetry tagging, biopsy darting, and data analysis services in accordance with the Statement of Work, Attachment 1. Offerors shall submit offers in accordance with Attachment 2, Section L & M.

The Government will award a FFP IDIQ contract resulting from this solicitation to the responsible offeror using a Lowest Price Technically Acceptable (LPTA) source selection process. The minimum guarantee for the initial award is $50,000.00. Award will be made to the responsible Offeror meeting all requirements of the solicitation and whose proposal is the lowest priced.

Additional terms and conditions:

The Government has determined that this requirement does not include Electronic and Information Technology (EIT) or is exempt from 508 requirements.

Active registration with the System for Award Management (SAM) is required prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at https://www.sam.gov/. Instructions for registration are available at the website.

In accordance with DFARS Clause 252.211-7003, the contractor shall provide a unique item identifier

(UID) for all delivered items for which the Government's unit acquisition cost is $5,000.00 or more.

Payment will be via Wide Area Workflow (WAWF).

Quotes and all attachments shall be readable by Microsoft Office or Adobe Acrobat. Offerors shall include item prices, shipping costs, delivery terms, and the following additional information with the submissions: point of contact (including phone number and email address), Offeror CAGE code, and shall include a validity date of no less than 60 days from due date for receipt of offerors.

Offers shall be submitted via electronic submission to Kiani Carroll at Kiani.r.carroll.civ@us.navy.mil on or before 2:00 p.m. (EST) on Thursday, September 04, 2025. Quotes received after this date and time are late and may not be considered for award.

Background
The Naval Undersea Warfare Center Division, Newport (NUWDIVNPT) is issuing this solicitation for a Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide marine mammal surveys, telemetry tagging, biopsy darting, and data analysis services.

This requirement is part of the Marine Mammal Monitoring on Navy Ranges (M3R) program, which aims to monitor marine mammals in relation to Navy operations and fulfill regulatory needs under the Integrated Comprehensive Monitoring Program (ICMP).

Work Details
The contractor will conduct vessel surveys on the Southern California Antisubmarine Warfare Range (SOAR) to locate, identify, photograph, biopsy, tag, and collect various types of data on marine mammals such as Cuvier’s or goose-beaked whales and fin whales.

Specific tasks include:
- Collecting behavioral data and photo-identification.
- Conducting biopsy sampling and telemetry tagging.
- Gathering eDNA and fecal samples.
- Utilizing Unmanned Aerial System (UAS) for imagery.
- Maintaining long-term photo-ID catalogs for species identification.
- Deploying satellite tags that record dive data and locations.
- Documenting effort and sighting data including time of encounter, species identification, latitude/longitude coordinates, group size/composition, and overall behavioral state.
