This procurement is to award a firm-fixed price indefinite delivery-indefinite quantity contract in accordance with request for quotation (RFQ) 70B03C25Q00000202 which includes the statement of work (SOW).

Questions regarding the solicitation or SOW must be sent to the mailbox at RFQ-03C25Q0202@cbp.dhs.gov, on or before 3pm, April 16, 2025.

Supplier quotations will be submitted in three separate parts sent to the mailbox at RFQ-03C25Q0202@cbp.dhs.gov. Quotation documents must be compatible with Microsoft Word/Excel or viewable in Adobe Acrobat. Documents must not exceed 5 megabytes in total file size.

Contractors must submit three documents, as separate files:
1) Pricing Quote (as an Excel worksheet; mandatory), and
2) Signed SF 1449 (filled-in, as appropriate), and
3) Component Product Description Sheets (aka Tear Sheet; aka Product Brochure)

The Government intends to evaluate quotations and award without discussions with offerors, but reserves the right to conduct discussions, if the Contracting Officer determines them to be necessary. The offeror's initial proposal should contain the offeror's best price and delivery, and Component Product Description sheets that accurately and concisely explain the component products offered.

Supplier quotations will receive a best value evaluation, per the evaluation section of the RFQ. The Government intends to make a single award resulting from this solicitation to the responsible offeror whose quotation represents the best value after evaluation in accordance with the solicitation. Award may be made to other than the highest technically evaluated offeror. Award may be made to other than the lowest priced offeror. The government expects to order approximately 143 kits on the initial order.

Pricing will be firm-fixed price for fully assembled kits. This solicitation is FOB Destination.

This solicitation is 100% set aside for small business.

NAICS 339920, size standard 750 employees, applies to this requirement.

Background
The Department of Homeland Security (DHS), Customs and Border Protection (CBP), United States Border Patrol (USBP) is the primary Federal law enforcement agency responsible for interdicting persons attempting to illegally enter or exit the United States. This includes interdiction of goods being illegally imported into or exported from the United States at a place other than a designated port of entry.

The goal of this contract is to provide equipment to be issued to Vessel Commanders and Crew Members upon their certification and while performing law enforcement operations, which is integral to effective operations within USBP.

Work Details
The contract involves the procurement of Marine Crew Gear Kits, specifically:
- **Marine Crew Gear Kit**: 143 kits in the first year, with options for additional purchases in subsequent years as follows:
- Months 01-12 (Base Year): 143 kits
- Months 13-24 (Option Year One): 100 kits
- Months 25-36 (Option Year Two): 100 kits
- Months 37-48 (Option Year Three): 100 kits
- Months 49-60 (Option Year Five): 100 kits
Each kit includes specific items such as:
1. **Marine Duffel Bag**: Vertyx Road Less Traveled 80L/ OD Green or equivalent, weather resistant, with specific dimensions and features.
