Background
Marine Corps Systems Command (MARCORSYSCOM) is issuing a Multiple Award Task Order Contract (MATOC) for Electronic and Communication Systems (ECS). The goal is to enhance security and operational capabilities in line with federal, state, and non-US laws.

Work Details
The Contractor shall implement NIST SP 800-171 for protecting Controlled Unclassified Information, provide a System Security Plan (SSP), and report cyber incidents within 72 hours. They must comply with DoD 5220.22-M for security access, report accidents within four hours, and manage phase-in and phase-out periods effectively.

The Contractor is responsible for cybersecurity workforce certification, maintaining an inventory of Government Furnished Property, and ensuring compliance with all applicable laws regarding weapon systems. Deliverables include various management plans, reports on progress, cybersecurity workforce status, invoicing, and accident mishap reports.

Place of Performance
Performance locations will be specified in each task order. At least one bilingual person proficient in Japanese and English is required for tasks performed in Japan.
