Background
Marine Corps Systems Command (MCSC), now under the Program Executive Officer Digital & Enterprise Services (PEO Digital), is tasked with deploying a comprehensive solution to monitor all events on the Marine Corps Enterprise Network (MCEN).

The goal is to integrate various requirements into a single solution capable of capturing telemetry that provides insights into behavioral and attitudinal performance indicators, including network traffic analysis and user satisfaction metrics. This system will enhance enterprise network service monitoring and extend capabilities to the tactical edge, ensuring effective vulnerability management and operational continuity even when disconnected from the network.

Work Details
The contract requires a solution that includes:
1. A consolidated system capable of capturing telemetry for performance indicators.
2. Security accreditation for IL5 and IL6 environments, supporting both on-premise and hybrid deployments.
3. Dynamic discovery of network devices with real-time visualization of vulnerabilities.
4. Autonomous syncing capabilities for offline functionality.
5. Role-based access control for administrative levels.
6. Integration with situational awareness dashboards and support for common/custom APIs.
7. Real-time monitoring and historical reporting across various network devices, including routers, switches, firewalls, servers, and applications.
8. Advanced analytics for performance trends and anomalies.
9. Alerting mechanisms for network administrators regarding performance issues.
10. Scalability to accommodate changes in network size without limitations on monitored devices.

Period of Performance
The period of performance will be defined upon contract award but is expected to span multiple years to ensure comprehensive implementation and support.

Place of Performance
The primary place of performance will be at government facilities, particularly in Quantico, VA.
