The Portfolio Manager (PfM) Cybersecurity and Operational Services (CaOS) under Program Executive Officer, Digital (PEO Digital) is preparing for an upcoming procurement of a commercial product that enables remote users to securely connect to the Marine Corps Enterprise Network (MCEN) from any external location with the ability to expand into Secure Service Edge (SSE) and Zero Trust Network Access (ZTNA) capability. Please refer to Attached announcement for additional information on these requirements and submission details.

In response to inquiries, the Government is announcing, and is providing, an extension of the deadline for this Request for Information (RFI) from 8 January 2025 to 22 January 2025 at 1:00pm. To clarify, the purpose of this RFI is to gather vendor input that will be used to refine Government documentation, ultimately providing a more accurate representation of the Government's requirements when and if a formal Solicitation is issued. Regarding submission guidelines, please ensure that your response adheres to standard formatting throughout and does not exceed 25 pages in length.

The Government currently anticipates that a formal Solicitation will be posted during the 3rd quarter of FY25, but that projection is subject to change. Please note that a Secret security clearance will be needed for this requirement.

Background
The Marine Corps Enterprise Networks (MCEN) End User Remote Access Solution (EU RAS) is being developed under the Program Executive Officer, Digital (PEO Digital) to modernize the existing remote access capabilities.

The goal of this procurement is to enable secure connections for remote users to the MCEN from any external location, with future capabilities for Secure Service Edge (SSE) and Zero Trust Network Access (ZTNA). This initiative addresses vulnerabilities in the previous Virtual Private Network (VPN) solution, aiming to enhance security and operational efficiency.

Work Details
The contract involves the development and deployment of a comprehensive End User Remote Access Solution that meets specific technical requirements. Key specifications include:
- Secure access from external networks to MCEN resources using approved DoD encryption ciphers.
- Support for agent-based deployments for user workstations.
- Capability for on-premises, cloud, and physical deployments.
- Encryption of data between users and destination resources as well as between users and Policy Enforcement Points.
- Continuous monitoring of user activity and support for micro-segmentation principles.
- Compliance with FIPS 140-2 standards and integration with existing MCEN infrastructure.

Additional requirements include:
- The system must operate at a minimum throughput of 5Gb/s at each Policy Enforcement Point without traffic degradation.
- It should support globally distributed Policy Enforcement Points providing high availability failover without manual intervention.
- The solution must be scalable to support up to 150,000 total concurrent users.

Place of Performance
The solution will be implemented across various Marine Corps sites as part of the MCEN infrastructure.
