Background
The Marine Common Virtual Platform (MCVP) is being developed to replace the Deployable Virtual Training Environment (DVTE) as part of the Force Design and Training and Education-2030 vision.

MCVP will serve as the primary platform for Marines to access virtual and constructive simulations across the Fleet Marine Force (FMF). The Product Manager Synthetic Training Systems (PdM STS) is addressing the MCVP requirement through a Training as a Service (TaaS) contracting approach, which will be contractor owned and operated.

Work Details
MCVP will function as a hosting environment for various virtual and constructive applications on a deployable laptop-based platform.

Initially, it will host several COTS/GOTS software including Virtual Battlespace (VBS) 3 and 4, Comm Net Radio Simulator Pro, Joint Conflict and Tactical Simulation, SmartViz, Spectrum Data Tool, Windows Team Awareness Kit, Voisus, OBS Studio, VLC Media Player, and Microsoft Power BI.

The platform aims to provide a Joint Fires Training capability that supports interactive training systems for combined arms application by the Marine Air-Ground Task Force. MCVP must connect across various Marine Corps and partner service networks, support classified operations up to SECRET level, be scalable for additional software and peripherals, meet cybersecurity requirements for Risk Management Framework authority to operate, and maintain an operational availability of 90%.

The TaaS concept includes distribution of software updates, hardware provision (laptops/head-mounted displays), software licenses, training on equipment/software/applications, maintenance support for training exercises, and development of instructional materials.

Period of Performance
The contract is envisioned to be performed over two years with an initial operational capability supported by 100 laptops at two locations: California and North Carolina.
