AVSO is responsible for conducting real property appraisals and valuation services for DOI, including Indian trust and restricted fee property. They provide a variety of valuation services such as appraisals, evaluation of mineral potential, grazing lease valuations, and market studies. AVSO faces challenges in the procurement approach for appraisals and the availability of qualified appraisers in the marketplace. They are looking to streamline the procurement process and identify appraisal support that can meet their nationwide requirements. AVSO is considering awarding a contract or multiple contracts with a five-year period of performance. They are open to different approaches, such as awarding contracts by state or region, or based on the Government's overarching requirements. AVSO is also seeking feedback on pricing structures and technical capabilities of potential vendors.

The AVSO is seeking an industry partner to provide appraisal support for its mission. The partner should be able to conduct site-specific and mass appraisals, prepare appraisal reports in compliance with regulations, gather and analyze information to determine fair market value, conduct land inspections, and provide consultation services. AVSO is considering different pricing structures such as firm fixed price or time and material. Vendors are asked to indicate their experience in conducting appraisals, preparing reports, coordinating with other companies across states, providing consultation services, and training apprentice appraisers. They should also provide information on their workforce and appraisal work by state. Vendors are asked if they can find another company to do an appraisal in a state where they have no certified appraisers and how long it would take. Performance metrics for appraisal services should also be described. Vendors are asked to list any relevant contracts they have and provide their DUNS number and business category information.
