Background
The National Park Service (NPS) is issuing this solicitation for fire suppression system inspections at the Manzanar National Historic Site, located in Inyo County, California. The goal of this contract is to ensure compliance with applicable NFPA codes and maintain the functionality of fire protection systems at the site. This acquisition supports the mission of the NPS to preserve and protect cultural and natural resources.

Work Details
The contractor will perform annual inspections and testing of various fire protection systems at Manzanar NHS, including: five dry sprinkler systems, one electric-powered fire pump, three hydrants with flow testing, and six backflow preventers. Inspections must comply with NFPA standards, and all findings must be documented using NPS asset-specific forms as well as any required NFPA forms.

The contractor is responsible for providing all necessary manpower, equipment, tools, and supplies to complete these tasks. Work must be conducted during regular hours (Monday to Friday, 9:00 a.m. to 4:00 p.m.) and requires prior notification to the NPS representative 72 hours in advance.

Period of Performance
The contract period is from August 3, 2026, to August 2, 2027, with options for up to four additional years.

Place of Performance
Manzanar National Historic Site, Inyo County, California.

Bidder Requirements
Bidders must hold appropriate licenses and certifications as required by NFPA regulations and the state of California. Contractors should have relevant experience in inspection and testing within California for at least three years prior to the submission of their quote.
