Description

This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued.

The USDA, Agricultural Research Service has a requirement for a Manure Lagoon Pump per the attached Specifications. In accordance with the procedures in FAR Part 5 and 12, this Request for Quotes (RFQ), number 1232SA25Q0511, is available through electronic commerce via the System for Award Management (SAM) at www.SAM.gov. The North American Industry Classification System (NAICS) Code 333914 Measuring, Dispensing, and other Pumping Equipment Manufacturing. The resulting purchase order will be a firm-fixed price type.

To be considered for award, vendors must provide a quote on company letterhead (or similar markings, clearly identifying vendor name and address) with the subject solicitation number detailing the item description, unit price per item, total price, and valid for at least 60 days after receipt of quote. Vendors must provide pricing for each line item. Failure to provide all information may result in a quote being determined as non-responsive without discussion. All responsible sources who submit a timely and complete quote will be considered for award. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2025-05 August 7, 2025.

Vendors are required to be active and registered in the System for Award Management at www.SAM.gov when submitting a quote and at time of award (FAR 52.204-7(b)(1)). Payment will be made utilizing the Department of the Treasury Invoice Processing Platform at www.IPP.gov. SAM.gov and IPP.gov are FREE, official websites of the United States government.

Quotes are due no later than Wednesday, September 17, 2025 4:00PM CDT. Quotes must be submitted electronically, e-mailed to melissa.santos@usda.gov; no faxed or hard copy quotes are allowed.

Background
The USDA, Agricultural Research Service (ARS) has a requirement for a Manure Lagoon Pump to support the Environmentally Integrated Dairy Management Research Unit in Marshfield, WI. The goal of this contract is to replace the current manure lagoon pump, which is in need of replacement, and to facilitate the agitating and pumping of liquid manure from lagoons. This procurement aligns with the agency's mission to enhance agricultural research and practices.

Work Details
The contract requires the delivery of one (1) Manure Lagoon Pump with the following specifications:
1. Length: 40-42 feet
2. Discharge pipe diameter: 6 inches
3. Pump impeller diameter: 20 inches
4. Agitation nozzle with hydraulic controls
5. Hydraulically controlled outrigger legs with dual wheels
6. Sealed front bearing to hold fluid in main beam
7. Flexible discharge joint
8. Manufacturer full warranty included
9. Quote must include setup, delivery fee, surcharges, and all other costs.
10. The vendor must provide trade-in value for the current manure lagoon pump (2011 Calumet model 40-LP) and an elevated commodity box (2016 Valmetal ComBox) as part of the contract package, with pick-up occurring at delivery or within one week after delivery of the new pump.
