Description

This is a Notice of Proposed Contract Action/Synopsis in accordance with FAR Part 5. The Office of Naval Research in Arlington, VA intends to procure research and development services for the operation of the Composites Manufacturing Technology Center of Excellence 6 (CMTC 6) under the Navy Manufacturing Technology (ManTech) Program. This requirement will be solicited as a full and open FAR Part 15 competitive source selection using best value tradeoff procedures. The Government anticipates a single award IDIQ cost plus fixed fee contract for a period of 120 months, inclusive of base and option periods. The Government currently anticipates a solicitation release date on or about 18 July 2025.

The NAICS code for this requirement is 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). This notice is in accordance with FAR Section 5.201 for the purposes of publicizing this proposed action and is not to be considered a request for proposal (RFP). All responsible sources may submit a proposal for consideration in response to the final request for proposal (RFP) when it is solicited. The RFP will be posted under solicitation number N0001425R7004 via SAM.gov. Final RFP submissions will be submitted through the PIEE Solicitation Module. Paper copies of the RFP will not be physically issued, and telephone, faxed or emailed requests for the RFP will not be accepted. Once the RFP is issued, it is imperative to review the SAM.gov site frequently for any updates and/or amendments.

For purposes of this SAM.gov synopsis the following fields are required to post to SAM.gov:

A response date is a required field. However, no response to this synopsis is required. The Government will accept questions or comments regarding the draft RFP. Questions/comments shall be emailed to the Contract Specialist and Contracting Officer prior to the closing date/time of this posting using the attached Q and A Template. The Government does not anticipate posting/answering any submitted questions.

Background
The Office of Naval Research (ONR) in Arlington, VA intends to procure research and development services for the operation of the Composites Manufacturing Technology Center of Excellence 6 (CMTC 6) under the Navy Manufacturing Technology (ManTech) Program.
The goal of this contract is to enhance manufacturing technology capabilities and support the Navy's mission through innovative solutions. This requirement will be solicited as a full and open competitive source selection using best value tradeoff procedures, with an anticipated single award IDIQ cost plus fixed fee contract for a period of 120 months.

Work Details
The contractor will be responsible for the following tasks:
1. Conducting operations and management of the CMTC 6, including project development and management.
2. Implementing System Security Plans (SSP) and Plans of Action and Milestones (POAM) reviews within thirty days of contract award.
3. Ensuring compliance with NIST SP 800-171 security requirements, including multi-factor authentication, least privilege access, monitoring remote access sessions, and protecting Controlled Unclassified Information (CUI).
4. Responding to cyber incidents by delivering impacted data to the Department of Defense Cyber Crimes Center within specified timelines.
5. Engaging with the Naval Criminal Investigative Service (NCIS) for outreach efforts and monitoring related to cybersecurity vulnerabilities.
6. Conducting outreach activities to maintain relationships with DoD Laboratories and industry partners, including maintaining a public domain website for COE updates.
