Description

This announcement serves as the synopsis for the following:

The Supervisor of Shipbuilding, Conversion & Repair, Groton (SSGR) intends to issue a solicitation to manufacture Spud Rails and Replace Spud Rail Securing Brackets on the Shippingport (ARDM 4), which is a floating drydock, in accordance with the attached anticipated Statement of Work and corresponding references/plans.

The solicitation is intended to be awarded as a singular firm fixed price contract and is intended to be solicited on a full and open basis in accordance with FAC 2024-05, Effective 22 May 2024. The intended period of performance will be 15 November 2024 to 31 July 2025.

The Government anticipates issuing the solicitation for the manufacture of Spud Rails and Replace Spud Rail Securing Brackets on or about 25 July 2024, with a 30-day response time.

SSGR highly encourages prospective vendors to schedule a site visit with the Government prior to submitting a quote. The date of the site visit shall be mutually agreed to and occur during the solicitation window. The site visit request should be submitted to the POCs: stephanie.l.neale.civ@us.navy.mil and andrea.a.cook.civ@us.navy.mil. Each vendor is permitted two site visits, scheduled in advance. Given the document sizing of the References/Plans contained in the Statement of Work, vendors may request a copy of them at the site visit, if so desired.

The potential award will be to the responsible vendor that can provide the requested deliverables in conformance with the solicitation and is determined to be the best overall value to the Government, price and other factors considered. In determining the best overall response, the combined non-cost/price factors are more important than the cost/price factor; however, cost/price is still a significant factor. The Government may select for award the offeror whose price is not necessarily the lowest, but whose technical quotation is more advantageous to the Government and warrants the additional cost. Offerors must satisfy the requirements described in the performance criteria, as well as other RFQ requirements. Offers that take exception to any performance criteria are unacceptable.

Work Details
The contractor is required to manufacture spud rails and replace spud rail securing brackets for ARDM 4. The scope includes specific references/plans such as NAVSEA Drawing # 8936839, Mooring Spud Rails Engineering Calculations, NAVSEA Drawing # 53711 Liaison Action Request (LAR) Attachment 1, NAVSEA Drawing # 57311 Liaison Action Request (LAR) Attachment 2, NAVSEA T9074-AS-GIB-010/271/Requirements for Nondestructive Testing Methods, S9074-AQ-GIB-010/248, Requirements for Welding and Brazing Procedure and Performance Qualification, NAVSEA STANDARD ITEM 009-32, Cleaning and Painting Requirements, NAVSEA STANDARD ITEM 009-25, Structural Boundary Test, Ballast Tank #5 Starboard and #6 Starboard Paint Product Designations MIL-PRF-23236, NAVSEA Dwg 4763560 ARDM 4 Class Painting Schedule, S0400-AD-URM-010 Tag Out User’s Manual (TUMS), COMUSFLTFORCOMINST 4790.3 Joint Fleet Maintenance Manual. The work also involves specific requirements such as providing documentation of NDT qualifications iaw reference 2.4 and Weld qualifications iaw reference 2.5. The contractor is responsible for performing maximum shop prefabrication of the forward, center, and aft spud rails and center spud rail brackets (quantity three) that does not require an alignment fixture/template from the SHIPPINGPORT.
Additionally, the contractor shall remove the forward, center, and aft spud rails from the SHIPPINGPORT and stage on dunnage on the pier.
Furthermore, the contractor will open and dewater SHIPPNGPORT Main Ballast Tanks #5 Starboard and #6 Starboard to facilitate removal and replacement of the existing center spud rail mounting brackets (quantity 3). Upon completion of installation of the new center spud rail brackets (quantity 3), the Contractor shall perform and document a structural boundary test iaw reference 2.7.

Period of Performance
The intended period of performance will be from November 15th, 2024 to July 31st, 2025.

Place of Performance
The performance location will be at pier 17S at the Submarine Base in New London, CT., and at the Contractor's facility.
