Background
The solicitation is for the manufacture of Heavy-Duty Flat Rail Cars at Camp Carroll by the 19th Expeditionary Sustainment Command (ESC). The contractor is required to provide all personnel, equipment, tools, materials, supervision, and other necessities to build the rail cars for carrying M1 & M88 Tanks for Type A railcars as specified in the solicitation. The period of performance is ten months for the base period plus three one-year option periods.

Work Details
The contractor is required to provide the design package to build Type A Heavy Duty Rail Flat Car for transporting the M1 and M88 Tanks including specification, shop drawings, and engineering calculation/data. The rail flat cars shall have a load capacity of 70 Metric Tons (77 Short Tons) including a tie-down system. The overall dimensions of Type A railcars shall be clear through tunnels and rail stations throughout the ROK. The rail flat cars shall be equipped with air brakes, roller bearings, roller-bearing truck assemblies, and wooden platform having four lengthwise channels holding chain-tie-down assemblies. The specifications, shop drawings, and engineering calculation/data shall include physical and electrical characteristics of materials and components as well as detailed construction design and dimensions of finished rail flat cars with tie-down chain system. The contract includes a total quantity of 53 units to be delivered within specific timeframes.

Period of Performance
The period of performance is ten months for the base period plus three one-year option periods. The base year starts on March 1, 2024, and ends on December 31, 2024. The first option year starts on January 1, 2025, and ends on December 31, 2025. The second option year starts on January 1, 2026, and ends on December 31, 2026. The third option year starts on January 1, 2027, and ends on December 31, 2027.

Place of Performance
The manufacture of Heavy-Duty Flat Rail Cars is to take place at Camp Carroll (Waegwan) in Korea Peninsula.
