Amendment #2

The purpose of this amendment is to provide the following responses to industry questions:

1. Question: I was reading the specifications for the propellent, it states a specific brand how do I request to use a different brand ?

Response: The drawing contains an Approved Source of Supply . If the vendor would like to utilize an alternate source, it would be the vendor's responsibility to bear the cost for qualification and performance testing. This also includes providing supporting data/documentation to the Government showing the alternate propellant is at a minimum, equivalent (in terms of accuracy, temperature stability, pressures, etc.) to the current approved source.

2. Question: The same question would be for the case.

Response: The drawing contains a Suggested Source of Supply . If the vendor would like to utilize an alternate source they deem comparable, supporting data/documentation demonstrating that item meets the Government's drawing specifications and requirements would need to be provided to the Government.

Amendment #1

The purpose of this amendment is to provide responses to industry questions and provide copies of a DD2345, Technical Data Questionnaire (1350) and Non Disclosure and Non Use Agreement. (See Attachments)

Q1: It states that the RFP will be released on or about May 14th. Could you provide an anticipated timeline for the proposal submission?

A1: The anticipated timeline for proposal submission is estimated to be 30 days from release of the solicitation.

Q2: Are bid samples required for the submission? If so, are they due at the time of the proposal or another time?

A2: No.

Q3: Can the TDP's for the ammunition be released prior to the May 14th RFP?

A3: Yes, upon completing and returning an approved DD2345, Technical Data Questionnaire (1350) and Non Disclosure and Non Use Agreement, these will be provided along with the detail specifications.

The U.S. Army Contracting Command - New Jersey, on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (PM-MAS), intends to issue a competitive request for proposal (RFP) for the production of. XM1163 .300 Norma Magnum (NM) Ball Ammunition and XM1162 .338 NM Armor Piercing (AP) Ammunition. The XM1163 .300 NM & XM1162 .338 NM AP ammunition are fired in the Advanced Sniper Rifle /Precision Sniper Rifle (MK22). The XM1163 .300 NM & XM1162 .338 NM AP ammunition will provide the soldier with state of the art munitions and increase combat effectiveness and survivability through superior precision fire and greater stand-off distances, while incorporating sound and flash suppression.

The Contractor shall deliver .300 Norma Magnum (NM) XM1163 Ball Ammunition in accordance with (IAW) TDP 13065024 and MIL-DTL-32618 as well as .338 Norma Magnum (NM) XM1162 Armor Piercing Ammunition in accordance with IAW TDP 13052432 and MIL-DTL-32619. The Contractor and associated subcontractors shall maintain production facilities that can manufacture a quantity of 18.8M .300 NM XM116 Cartridges and 8.7M .338 NM Armor Piercing XM1162 Cartridges per year.

The Government intends to fulfill this requirement through a Firm Fixed Price Indefinite Delivery / Indefinite Quantity. The contract will be for five (5) one-year ordering periods.

Please note this notice does not constitute an RFP and is not to be construed as a commitment by the U.S. Government. Responses to this announcement are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP/solicitation or an award.
