Mandatory Use of PIEE Solicitation Module effective 1 October 2026

Background
The Department of Defense (DoD) is implementing a new requirement for contracting officers to utilize the Solicitation Module within the Procurement Integrated Enterprise Environment (PIEE) starting October 1, 2026. This initiative aims to streamline the process of publishing unclassified solicitations and receiving offers and quotes, thereby enhancing efficiency in procurement operations.

Work Details
Contracting officers are mandated to use the PIEE Solicitation Module for publishing unclassified solicitations and receiving offers and quotes unless exceptions apply. Exceptions include:
(A) Requests for offers or quotes limited to a single source;
(B) Actions using simplified acquisition procedures;
(C) Emergency acquisition flexibilities;
(D) Awards outside the United States.

The module is not required for certain actions until further capabilities are developed, including:
(A) Broad agency announcements;
(B) Requests for offers or quotes for task orders or delivery orders under indefinite-delivery contracts, blanket purchase agreements, or basic ordering agreements. Vendors are encouraged to familiarize themselves with the PIEE Solicitation Module and register on the PIEE website to respond to solicitations effectively.

Bidder Requirements
Vendors must have active accounts in the PIEE system to submit proposals within the Solicitation Module. It is recommended that all vendors register now if they have not done so already.
