Project Title: Manchester Campus Addition Construction at the Manchester Research Station in Port Orchard, Washington

The National Oceanic and Atmospheric Administration (NOAA) has a requirement for a campus addition construction project for the Northwest Fisheries Science Center (NWFSC) at the Manchester Research Station (MRS), 7305 Beach Drive East, Manchester, WA 98353. This project constitutes a ground up, new construction of the Lab and Office Building (15,526 GSF) and the Recirculating Aquaculture System (RAS) building (8,830 GSF) to be located on the existing MRS campus west of Seattle, Washington, north of the town of Manchester. The full scope of the required services is outlined in the Drawings, Specifications, and applicable attachments in Section J.

This requirement is solicited as Unrestricted / Full and Open Competition
The NAICS Code is 236220
The Small Business Size Standard is $45.0 Million
The Total Construction Budget for the Base CLINs (Lab and Office Building) 0001 - 0004, 0006 and 0007 is $21,352,305.
The Total Construction Budget for the Optional CLINs 0005 and 0008 - 0018 has not been made yet due to the current unavailability of funds. Offeror's are cautioned that price proposals exceeding the Government's stated budget for CLINs 0001 - 0004, 0006 and 0007 may be determined nonresponsive for award based on budgetary limitations.

Background
The National Oceanic and Atmospheric Administration (NOAA) is seeking to construct a campus addition for the Northwest Fisheries Science Center (NWFSC) at the Manchester Research Station (MRS), located at 7305 Beach Drive East, Manchester, WA 98353.

This project involves a new construction of approximately 24,000 Gross Square Feet (GSF) on the existing MRS campus, aimed at enhancing NOAA's capabilities in fisheries science. The contract is being solicited as Unrestricted / Full and Open Competition, with a total construction budget of $21,352,305 for the base CLINs.

Work Details
The contractor will be responsible for various construction tasks as outlined in the Drawings and Specifications. The work includes:
1. **Substructure Services**: Foundations, subgrade enclosures, slabs-on-grade, water and gas mitigation, supervision, labor, material, transportation and equipment.
2. **Shell Services**: Superstructure construction, exterior enclosures, roofing.
3. **Interior Services**: Interior construction including stairs and finishes.
4. **Services**: Installation of plumbing, HVAC systems, fire protection systems, electrical systems, communications infrastructure.
5. **Special Construction & Demolition**: Facility remediation and selective building demolition.
6. **Building Sitework**: Site preparation and improvements excluding East Parking and Landscaping Services.
7. **Optional CLINs** include equipment & furnishings procurement and installation; landscaping services; lab equipment installation; exterior building signage; premium finishes; and construction of an East parking lot.

Period of Performance
The contractor shall begin performance within 10 calendar days after receiving the notice to proceed and is expected to complete the work within 700 calendar days.

The construction projects will be performed at the Manchester Research Station located at 7305 Beach Drive East, Manchester, WA 98353.
