Background
The solicitation is issued for the Manatee Protection System (MPS) Operations and Maintenance Services. The agency aims to ensure the effective operation and maintenance of MPS components, which are critical for environmental protection and compliance with regulations.

The contractor will be responsible for providing necessary services to maintain the functionality of these systems.

Work Details
The contractor is required to perform various tasks including:
1. Providing safe, clean, and standard underwater dive crews, vessels, operational equipment, and cleaning tools to remove bio-growth, debris, sand, and organics from all MPS components on lock gates.
2. Conducting mechanical/electrical performance demonstrations by systematically operating the gates according to established criteria in the O&M manuals.
3. Implementing ADS4 upgrades and maintenance to satisfy performance checklist objectives associated with each lock structure.
4. Performing repairs to the MPS system including removal and replacement of water level sensors, encoders, sensor array cartridges, daughter cards, touchscreens, and other components as needed.
5. Clearing debris from manatee protection screens and repairing or replacing them as required.
6. Preparing detailed Design Documentation Reports for each lock that includes all necessary information to duplicate MPS system components and processes.

Place of Performance
The services will be performed at various lock sites as designated by the agency.
