Management Consulting Services (Project Cafe) - Follow On

The contracting activity issued a logical follow-on action to a competitive initial action through the Federal Supply Schedules (GSA), resulting in a single award, firm fixed price, commercial service, task order supported by a Limited Source Justification (FAR 8.405) for Management Consulting Services for the National Institute of Food and Agriculture (NIFA).

Pursuant to FAR 8.405-6(a)(1)(i)(C) and in the interest of economy and efficiency, it would not be advantageous to the government in time and resources, considering the loss of institutional knowledge, learning curve, potential project delays and added costs. The Government would substantially duplicate administrative and program costs with no anticipated recovery of costs through competition.
