Amendment 5: The purpose of this amendment is to revise the solicitation/attachments.

Amendment 4: The purpose of this Amendment is to correct attachments from Amendment 3.

Amendment 3: The purpose of this amendment is to address industry inquiries and revise the solicitation/attachments.

Amendment 2: The purpose of this amendment is to address industry inquiries and revise the solicitation/attachments.

Amendment 1: The purpose of this amendment is to correct both the due date of the solicitation on the SF 1449, and POC information listed in ADDENDUM TO FAR 52.212-1.

The Government is planning a pre-proposal conference, on 21 April 2022 and 22 April 2022, during which potential contractors may obtain a better understanding of the work and where questions received in response to the solicitation will be addressed. Included in the pre-proposal conference will be a site tour of the USTRANSCOM facilities which will be supported as part of this effort. Due to capacity limitations, the site tour will be separated into two tours per session. One held prior to the conference and one held immediately after the conference. Participation is completely optional.

Subsequent to the conference, an amendment to the solicitation containing an abstract of the questions and the Government's answers, and a list of attendees, will be made publicly available. Offerors are cautioned that, notwithstanding any remarks, clarifications, or responses provided at the conference, all terms and conditions of the solicitation remain unchanged unless they are changed by written amendment. It is the responsibility of each offeror, prior to submitting a proposal, to seek clarification of any perceived ambiguity in the solicitation or created by an amendment of the solicitation.

The pre-proposal conference will be offered as follows:

Time: 9:00am - 11:30am

Instructions: In order to facilitate conference preparations, contact laura.m.ades.civ@mail.mil and jeffrey.a.gould4.civ@mail.mil to make arrangements for conference entry not later than 05 April 2022. Include your firm's preferred conference session, names of attendees, and whether a visitor's pass for base entry is needed. The number of attendees is limited to two (2) per business. Detailed entry instructions will be provided (3) business days prior to the conference.

Background
The solicitation is for a contract to provide Managed Information Technology Services (MITS) for USTRANSCOM facilities. Work Details
The contract requires the contractor to provide managed services including infrastructure development/sustainment, enterprise activities and services, and IT service management support using ITIL Service Management Framework. The offeror's proposal should contain the offeror's best approach/terms for technical/management, past performance, and price. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated information.

Period of Performance
The period of performance for this contract is a five-year ordering period from 01-DEC-2022 to 30-NOV-2027.

Place of Performance
The place of performance is at USTRANSCOM facilities located at Scott AFB, IL.
