NASA/NSSC has a requirement for Maintenance & support software service for NASA GEOLUT 600 System for a period of one year May 01, 2024- April 30, 2025

NASA/NSSC intends to issue a sole source contract to EMS TECHNOLOGIES CANADA, LTD 400 Maple Grove RD Kanata, On K2V 1B8 Canada under the authority of FAR 13.106-1(b)(1)(i). It has been determined that EMS TECHNOLOGIES CANADA, LTD is the sole provider of Maintenance & support software service for NASA GEOLUT 600 System for a period of one year May 01, 2024- April 30, 2025

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Goddard Space Flight Center (GSFC).

The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.

The NAICS Code for this procurement is 541715

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12 p.m. Central Standard Time on 7/12/2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Background
NASA/NSSC has a requirement for Maintenance & support software service for NASA GEOLUT 600 System for a period of one year. NASA/NSSC intends to issue a sole source contract to EMS TECHNOLOGIES CANADA, LTD under the authority of 13.106-1(b)(1)(i). The NASA Search and Rescue (SAR) Office operates and maintains ground stations as part of the global Cospas-Sarsat system, providing satellite-aided location and tracking for persons in distress.
The NASA ground station, located at Goddard Space Flight Center, includes a geostationary earth orbit local user terminal (GEOLUT). The NASA GEOLUT requires annual maintenance for the software and hardware contained in the GEOLUT 600 system.

Work Details
Contractor shall supply a maintenance and support software service for the NASA GEOLUT 600 system, for a period of one year, typically from May 1, 2024 until April 30, 2025. These services will be provided during Regular Business Hours, Monday to Friday 9:00 am to 5:00 pm EST. The services include the provision of technical advice and assistance in connection with system operation, analysis of each System problem reported by Customer to Contractor with a view to determining the source of the problem, coordination of support services provided by contractor, technical advice and assistance in the planning for implementation of enhancements to the Systems and changes to the System configuration. Contractor support services technicians shall be given REMOTE ACCESS to the equipment to aid with problem resolution.
Additionally, Contractor shall provide all necessary Software Upgrades to the GEOLUT 600 to maintain compatibility with Cospas-Sarsat regulations over the period of the subscription. No hardware warranty is supplied within this contract. There will be one (1) Preventative Maintenance site visit during the period of this contract.
