The Naval Air Warfare Center Weapons Division, Point Mugu, California, intends to award a Cost Plus Fixed Fee (CPFF), Level of Effort (LOE), Indefinite Delivery Indefinite Quantity (IDIQ) contract on an other than full and open competition basis to Amherst Systems, Inc., (a wholly owned subsidiary of Northrop Grumman Corporation (NGC)) 1740 Wehrle Drive Buffalo, NY 14221. This is a follow-on requirement for the services of preventive maintenance support, on-site maintenance support, system upgrade support, technical telephone support (on-call support), parts repair evaluation, parts repair and/or replacement, for both hardware and software, for the Advanced Multiple Emitter Simulator (AMES) and Combat Electromagnetic Environment Simulator (CEESIM) systems and subsystems.

In accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, Amherst Systems, Inc. provides unique capabilities that are not available from any other source. Amherst Systems, Inc. is the original equipment manufacturer of both the AMES and CEESIM systems, and the only source with full data rights to provide systems support.

Background
The Naval Air Warfare Center Weapons Division (NAWCWD) is issuing a contract to provide maintenance support for the Advanced Multiple Emitter Simulator (AMES) and Combat Electromagnetic Environment Simulators (CEESIM) systems and subsystems. This effort supports dynamic, interactive environment simulation facilities to evaluate the effectiveness of Electronic Warfare (EW) equipment.

Work Details
The contractor shall perform scheduled preventive maintenance, remedial maintenance support on-site and at vendor locations, system and software upgrade support, on-call support, parts repair evaluation including repair or replacement, and provide CEESIM spare parts and training for hardware and software.

The systems include AMES II, MicroAMES, PicoAMES, VVS CEESIM RF Threat Simulator system with Synchronization and Control System (SCS), Advanced Compact Signal Measurement System (ACSMS), Environment Generation and Analysis (EGA) Workstations, and MEDS CEESIM RF Threat Simulator system with EGA Workstation.

Tasks include providing preventive maintenance data sheets, on-call support after notification of equipment issues, site visits for assessment and repairs within specified response times, repair or replacement of failed assemblies as per task orders, reporting Beyond-Economical-Repair items, and ensuring compliance with manufacturer specifications.

Period of Performance
The contract period of performance is from September 1, 2021 to August 31, 2026 with options extending from September 1, 2026 to February 28, 2027.

Place of Performance
The primary place of performance is Point Mugu and China Lake in California. The contractor may also perform work at NAWCWD customer sites including Foreign Military Sales customer sites.
