Maintenance, Repair, Overhaul (MRO) Oracle Applications Database Administration

Background
The Business & Enterprise Systems (BES) through the Air Force Life Cycle Management Center (AFLCMC) is conducting market research to identify qualified 8(a) vendors. The goal is to find vendors capable of providing sustainment, modification, and support for the Maintenance, Repair, and Overhaul (MRO) and Cloud One Oracle Cloud Infrastructure (OCI) at Department of Defense (DoD) Impact Level 4 (IL4). This initiative aims to enhance the capabilities of the MRO solution, which integrates various business processes for the Air Force Sustainment Center (AFSC).

Work Details
The contractor will provide comprehensive support for Oracle Applications Database Administration, including:
- Technical direction on integrating MRO solution components with DISA, OCI, Exadata Cloud Services, and ERP Common Services.
- Monitoring development, test, training, production, and disaster recovery environments.
- Implementation and maintenance of application and database security.
- Assistance with DISA and Oracle Security Technical Implementation Guides (STIG).
- Interface with Oracle Support for technical issue resolution.
- Security compliance enforcement and audit user activities.
- Administration of Oracle Workflow Mailer and troubleshooting background processes.
- Upgrading and tuning large Oracle eBS environments as necessary.
- System performance tuning and optimization enhancements.
- Troubleshooting database-related issues and assisting with automation procedures.
- Proactive patch management in an Oracle eBS environment.
Additionally, the contractor will be responsible for creating transition plans for maintenance transfer from outgoing contractors to ensure no disruption in service.

The contract work will be performed within Government-approved environments including DISA Enclaves and Cloud Environments such as OCI.

Bidder Requirements
Bidders must self-certify as a small business. They should have experience with Oracle applications administration best practices, security compliance requirements, DevSecOps pipeline execution, and familiarity with tools such as Jenkins and BitBucket. Additionally, bidders should possess relevant certifications in Oracle Apps Database and OCI.
