20 June 2025- The purpose of amendment 0003 is to extend the proposal due date from 20 June 2025 at 12:00 PM PT to 27 June 2025 at 12:00 PM PT.

16 June 2025- The purpose of this amendment is to update the following: Attachment J-1 Statement of Work, Attachment J-2 Price Proposal Worksheet, Attachment J-6 Drawings and References, and Exhibit A CDRLs and DIDs as of 16 June 2025. Also, Attachment J-10 Declining Log has been removed.

5 June 2025- The purpose of amendment 0001 is to extend the RFC due date from 5 June 2025 at 12:00 PM PT to 12 June 2025 at 12:00 PM PT and the proposal due date from 13 June 2025 at 12:00 PM PT to 20 June 2025 at 12:00 PM PT. Also, the Attachment J-1 Statement of Work has been updated as of 5 June 2025.

The Regional Maintenance Center at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS and IMF), Bremerton, Washington intends to award a stand-alone Firm-Fixed-Price contract to accomplish maintenance, repair, and preservation of one (1) Bangor Caisson 1 Prime.

The Bangor Caisson 1 Prime characteristics are length: 108FT -7IN, width: 18 FT, height: 65 FT, full displacement: 1,363 L TONS, maximum draft: 35 FT, and hull material: steel.

The Contractors facility must possess the capability of one (1) Bangor Caisson 1 Prime with the dimensions as stated above. To facilitate proper government oversight, the facility shall be located in the Puget Sound, WA region. For this procurement, the Puget Sound, WA region is defined as the West Coast of the continental US, starting from Olympia, WA and extending northward to Bellingham, WA.

Scope Overview: Coordinate with the Contracting Officer, via the Contracting Officers Representative (COR) to pickup, transport (tow) and deliver the asset to and from the Contractors facility. Upon docking asset, wash, and clean asset. Contractor is responsible to for the interior and exterior coating renewal; replacement of non-skid; remove existing and install new PRC decking on the operations deck; removal, repair and reinstallation of dewatering pumps and motors; removal of existing and installation of new gate and check valves and associated valve actuators and reach rod assemblies; replacement of interior and exterior zincs; removal of existing and installing new port side rubber seal, opening, pumping, and cleaning tanks and voids; removal of existing light bulbs and installation of new LED bulbs; inspection of weather deck alarm lights and audible horn; replace damaged and missing weather deck safety light and foundation; ultrasonic testing of hull, weather deck, and tank steel; repair weather deck aprons; dock and undock Caisson; and perform dock and sea trials.

Desired Production Start Date: 12/16/2025.

Desired Caisson Delivery/Completion Date: On or before 6/17/2026.

Required Production Start Date: On or before 3/16/2026.

Required Caisson Delivery/Completion Date: No Later Than 9/17/2026.

Refer to clause 52.211-9 Desired and Required Time of Delivery regarding desired and required delivery information.

Background
The Regional Maintenance Center at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) in Bremerton, Washington, is seeking to award a Firm-Fixed-Price contract for the maintenance, repair, and preservation of one Bangor Caisson 1 Prime.

The agency's mission is to ensure the operational readiness of naval vessels through effective maintenance and repair services. The goal of this contract is to restore the Bangor Caisson 1 Prime to optimal condition, ensuring it meets all operational standards.

Work Details
The contractor will be responsible for the following tasks:
1. Coordinate with the Contracting Officer via the Contracting Officer’s Representative (COR) for pickup, transport (tow), and delivery of the asset to and from the contractor’s facility.
2. Upon docking, wash and clean the asset.
3. Renew interior and exterior coatings.
4. Replace non-skid surfaces.
5. Remove existing PRC decking on the operations deck and install new decking.
6. Remove, repair, and reinstall dewatering pumps and motors.
7. Remove existing gate and check valves along with associated valve actuators and reach rod assemblies; install new ones.

11. Inspect weather deck alarm lights and audible horn; replace damaged or missing weather deck safety light and foundation.
12. Conduct ultrasonic testing of hull, weather deck, and tank steel.
13. Repair weather deck aprons.
14. Dock and undock the Caisson.
15. Perform dock and sea trials.

Period of Performance
The desired production start date is December 16, 2025, with a desired completion date on or before June 17, 2026; however, the required production start date is no later than March 16, 2026, with a required completion date no later than September 17, 2026.

Place of Performance
The work will be performed in the Puget Sound region of Washington State, defined as extending from Olympia to Bellingham.
