Maintenance Repair and Operations (MRO) Tailored Logistics Support (TLS) for Europe Region

ID: SPE5B1-19-R-0002 • Type: Presolicitation

Description

DLA Troop Support Europe and Africa plans to solicit and competitively award multiple firm-fixed-price, indefinite delivery/indefinite quantity (IDIQ) contracts for Tailored Logistics Support (TLS) for Maintenance, Repair, and Operation (MRO) requirements in the Europe Area of Responsibility (AOR). MRO products include all commercial items associated with the maintenance, repair, and operation of a facility. This scope includes but is not limited to: heating, ventilation and air conditioning (HVAC) supplies; plumbing products; electrical products (e.g. - generators, wire, connectors, sockets, outlets, lights, etc.); tools; chemical, lubricating, and rubber products; construction supplies (including but not limited to cement, lumber and plywood, bricks, blocks, steel, aluminum, and other metal products, conduits, prefabricated structures, etc.); perimeter security items such as barriers, barbed wire, concertina wire, and sand bags (also used for erosion prevention); communication devices (such as walkie-talkies, two-way radios, etc. used by maintenance personnel); and various other commercial supplies required by the war-fighters to accomplish their mission. MRO support also includes related incidental services. Incidental services are standard commercial services performed in connection with supplying items under the scope of the contract (an example of an incidental service may be requiring installation of an HVAC system purchased under the contract).

The anticipated solicitation will subdivide the MRO Europe region into two zones: Europe Zone 1 - North of the Alps, and Europe Zone 2 - Mediterranean Region. A listing of the countries supported under each zone will be provided at the time of solicitation. The Government intends to award a single TLS Prime Vendor (TLS PV) contract for each zone. Each contract awarded will have a five-year ordering period. The Government does not intend to include option years.

This requirement is a follow-on procurement for contracts SPE5B1-15-D-0001 and SPE5B1-15-D-0002. This requirement will be unrestricted. The solicitation will be posted on FBO.gov, on or after April 1, 2019. The solicitation will not be available prior to release on FBO.gov. Interested sources should self-register on FBO.gov for notifications regarding Solicitation SPE5B1-19-R-0002.
