Maintenance of the Groupers

Background
The Centers for Medicare & Medicaid Services (CMS) is issuing a notice of intent to contract on a sole source basis with Solventum Health Information Systems Inc. This contract aims to maintain and enhance critical software systems used in Medicare claims processing, ensuring accurate payment and compliance with legislative mandates. The unique services provided by Solventum HIS are essential for the ongoing support of CMS's national coverage determinations and various coding systems.

Work Details
The contractor will be responsible for the maintenance of the following groupers and coding systems:

1. Medicare Severity Diagnosis Related Group (MS-DRG)
2. Medicare Code Editor (MCE)
3. Medicare Integrated Outpatient Code Editor (I/OCE) with Ambulatory Payment Classifications (APCs)
4. Outpatient Prospective Payment System (OPPS)
5. Long Term Care Hospitals (LTCHs) Prospective Payment System (PPS) and Inpatient Prospective Payment System (IPPS) Relative Weight Computation
6. Home Health Prospective Payment System (HH PPS) and Home Health Grouper (HHG) Analytic and Programming Support
7. Analysis and editing of National Coverage Determinations (NCDs)
8. Maintain and update the ICD-10 Procedural Coding System (PCS) developed by Solventum under the direction of CMS
9. End Stage Renal Disease Prospective Payment System (ESRD PPS)
10. Skilled Nursing Facility Prospective Payment System (SNF PPS)
11. Federally Qualified Health Centers Prospective Payment System (FQHCs PPS)
12. Inpatient Psychiatric Facilities Prospective Payment System (IPF PPS)
13. Inpatient Rehabilitation Facilities Prospective Payment System (IRF PPS)
14. Rural Health Clinic Prospective Payment System (RHC PPS).

The contractor must provide all necessary services, software, qualified personnel, supplies, and materials to support these functions effectively.

Period of Performance
The contract will have a base year of performance lasting 12 months, with four additional option years each lasting 12 months.
