Amendment 0001:

Amendment 0001 to Solicitation W912BU25BA005 is to incorporate the following changes:

a.) Provide answers to the RFIs submitted and to provide the sign-in sheet from the Pre-Bid Site Visit.

b.) Update DFARS Clause 252.236-7001, Contract Drawings and Specifications, and FAR Provision 52.252-3, Alterations in Solicitation.

c.) Incorporate the most current wage determination.

d.) Add FAR Clause, 52.223-23, Sustainable Products and Services (DEVIATION 2025-O0004).

PURPOSE: The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed contract for Maintenance Dredging of the Maurice River, NJ.

DESCRIPTION: The contract work will consist of Dredging the Maurice River federal channel from Station 0+500 to 10+000. Dredging will be required to clear shoaling of approximately 80,000 cubic yards and to maintain safe navigable depths to 8 ft MLLW plus 1-ft overdepth. The placement involving beneficial use and marsh restoration alternatives will be utilized in a designated placement site within the Heislerville State Wildlife Management Area. Dredging will be by hydraulic pipeline dredge. Containment measures may include turbidity curtains, coir logs and/or hay bales at the placement site. Dredging and placement is prohibited from 1 March to 30 September due to environmental restrictions.

DISCLOSURE OF MAGNITUDE OF THE PROPOSED CONSTRUCTION PROJECT: $1,000,000 and $5,000,000.

NAICS CODE AND SBA SIZE STANDARD: 237990, Other Heavy and Civil Engineering Construction, Size Standard $45.0M.

PERIOD OF PERFORMANCE: 240 Calendar Days from the Notice to Proceed (NTP).

Pre-Bid Site Visit: The pre-bid site visit has been scheduled for Wednesday, 18 June 2025 at 10:30 AM Eastern Daylight Time (EDT), at 199 Matts Landing Road, Leesburg, NJ 08327.

There will only be one site visit. Bidders should inspect the job site prior to submitting an offer. Bidders should take such other steps as may be reasonably necessary to ascertain the nature and location of the work and the general and local conditions that can affect the work or the cost thereof. Failure to do so will not relieve offerors from the responsibility for properly estimating the difficulty or cost of successfully performing the work. The Government assumes no responsibility for any understanding or representations concerning conditions made by any of its officers, agents or employees, unless included in the solicitation, the specifications or related documents.

REGISTRATION: Only registered persons will be permitted to attend the site visit. In addition to the information below, please also provide your firms name, firms CAGE and/or Unique Entity Identifier (a 12-character alphanumeric ID assigned to an entity by SAM.gov and formerly known as DUNS) number, and name and position title of primary point-of-contact and their telephone number and email address.

Background
The U.S. Army Corps of Engineers (USACE), Philadelphia District (NAP), is issuing an Invitation for Bid (IFB) for a Firm Fixed-Price (FFP) construction contract aimed at the Maintenance Dredging of the Maurice River Project in Leesburg, NJ.

Work Details
