Maintenance Dredging, Delaware River, Philadelphia to Sea and Wilmington Harbor, Christina River   5

1. Contract work consists of maintenance dredging of approximately 2.7 million cubic yards of sediment within the Delaware River, Philadelphia to Sea main navigation channel between Stations 117+000 and 237+500 and approximately 475,000 cubic yards from Wilmington Harbor, Christina River. Work includes hydraulic dredging with placement of the dredged material into the Pedricktown, Killcohook, Artificial Island and/or Reedy Point disposal areas. All dredging will be performed to the required depths indicated with 1-foot allowable overdepth. All dredging shall be performed as contour dredging. Before and after dredging surveys for measurement will be performed by the government and shall be requested by the contractor a minimum of two days prior to beginning or completing a dredging section. Potential work assignments with anticipated base contract quantities and dredging depths (in MLLW) are as detailed below:

Solicitation Number W912BU23B0007 will be issued on or about 27 June 2023 with a bid opening date occurring at least 30 days after the Solicitation. The period of performance for the contract will be 165 calendar days. Estimated cost range of the project is $25,000,000 to $100,000,000.

Sources Sought: This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. A Market Survey is being conducted to determine if there are adequate HUBZone, 8(a), Service Disabled Veteran Owned, and Small Business contractors for the following proposed work. The Army Corps of Engineers, Philadelphia District, is interested in awarding one (1) Firm Fixed Price Contract for Maintenance Dredging, Delaware River, Philadelphia to Sea and Wilmington Harbor, Christina River Projects.

Performance and Payment Bonds will be required for 100% of contract award. The NAICS Code for this project is 237990 and the small business size standard is $39.5 Million. To be considered small for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. All interested HUBZone, 8(a), Service Disabled Veteran Owned, Small Business contractors should submit a narrative demonstrating their experience in the specified work, as well as, their technical capabilities. Please include size/classification of your firm, bonding capacity (single project and aggregate), details of similar projects, completion dates, references and contract amount. Narratives shall be no longer than FIVE (5) pages.
