Description

The purpose of this requirement is to provide continuation of Maintenance Business System Modernization (MABSM) implementation and sustainment services against GSA MAS 47QTCA22D004W held by Systems Implementers (SI). These four (4) task orders, plus special projects, will serve as a bridge action to the current MABSM indefinite-delivery/indefinite-quantity (IDIQ) contract, FA8224-19-D-A003, to a future competitive effort. These task orders are single award, Firm-Fixed-Price (FFP) service contracts with one (1) base year, one (1) option year, and a six (6) - month option periods. Please see attachment for further details.

Background
The Maintenance Business System Modernization (MABSM) Bridge Efforts are initiated to ensure the continuation of MABSM implementation and sustainment services under the General Services Administration (GSA) Multiple Award Schedule (MAS) contract held by Systems Implementers (SI). This requirement serves as a bridge action to the current indefinite-delivery/indefinite-quantity (IDIQ) contract, allowing for uninterrupted service until a future competitive effort can be established.

The MABSM program is critical for maintaining operational efficiency and accountability in tracking aircraft and related materials.

Work Details
The required services include:
1) MABSM Hub Sustainment: Application sustainment and modernization activities, including configuration management, process standardization, user training, and validation of software changes.
2) Completion of MABSM Implementation at AMARG: Continuing the implementation of MABSM at AMARG to replace its legacy IT business support system.
3) MABSM Aircraft Module Sustainment: Ensuring availability of the Aircraft module for users at least 95% of required hours, managing interfaces with legacy systems, user access, responding to engineering change requests, and providing on-the-job training.
4) MABSM CEMP Sustainment: Similar sustainment activities for the CEMP module as described for the Aircraft module.
5) Anticipated MABSM Special Projects: Addressing emergent requirements exceeding planned task orders, including application enhancements and interface management. Special projects will be negotiated and incorporated into existing task orders or executed as stand-alone orders as needed.

The period of performance for these services will span from July 10, 2026, to January 9, 2029.

Bidder Requirements
Only Systems Implementers (SI) is capable of providing the required services due to their unique qualifications and familiarity with the MABSM application. No other contractor has demonstrated the necessary experience or capability to maintain and implement MABSM at the required quality level.
