Consistent with 13 C.F.R. 128.401, only certified Service-Disabled Veteran Owned Small Businesses (SDVOSBs) are eligible to submit an offer on a specific SDVOSB requirement. The concern must qualify as a small business concern under the size standard corresponding to the NAICS code assigned to the contract and be a certified SDVOSB at the time of initial offer or response which includes price. Any small business concern that submits a complete certification application to SBA on or before December 31, 2023, shall be eligible to self-certify for SDVOSB sole source or set-aside contracts (other than VA contracts) until SBA declines or approves the concerns application. Any small business concern that does not submit to SBA a complete SDVOSB certification application to SBA on or before December 31, 2023, will no longer be eligible to self-certify for SDVOSB sole source or set-aside contracts effective January 1, 2024. To be considered for award contractors shall either: a) be registered via the Veteran Small Business Certification(VetCert) https://veterans.certify.sba.gov/ website, or b) have submitted documentation to show that its complete application for its SDVOSB certification and that certification is pending before the SBA, prior to the solicitation closing. The Agency will check SDVOSB status in Vetcert and may contact offerors if additional documentation is necessary. Failure to comply with these procedures by the solicitation close date, will render the contractor?s offer nonresponsive. Nonresponsive offers are not eligible for contract award. Background
The United States Army Pacific Command (USARPAC G4) provides sustainment management oversight for all Modified Table of Organization and Equipment (MTOE) and Tables of Distribution and Allowances (TDA) assigned forces in the USARPAC. The MAIT program is a proposed activity of the United States Army Pacific Command (USARPAC) G4 to establish a team to serve USARPAC organizations with logistics expertise and logistics training to improve Soldier forces and capabilities in support of the National security and defense Strategies and sustainment of unit combat readiness.

Work Details
The Contractor shall provide all resources, management, and administration necessary for MAIT activities the PWS. Services shall be performed in strict compliance with all the specifications, , and provisions contained herein.
The MAIT program shall provide USARPAC units with planned and coordinated programs, courses, curriculums, subject or routine instructions in professional, technical, administrative, or other fields designed to improve individual and organization performance and assist in achieving the agency’s mission.

Period of Performance
Base Year: One (1), 30-day phase-in period followed by 11-month period of full performance. Option Years: Four (4) 12-month option periods

Place of Performance
The Primary Performance under this contract shall be at Building 580, 1st floor, Kolekole Avenue, Schofield Barracks HI 96857 and the 11TH ABD Building 1, 2nd floor, Postal Loop, JBER, AK 99505. Contractors may travel for instructional duties across the Indo-Pacific Theater.
