The purpose of Amendment 0002 is to extend the final proposal due date to 29 August 2024 no later than 4:00 PM Eastern Time. Any proposal received after the stated date and time will not be accepted. Additionally, as part of Amendment 0002, all ProjNet bidder inquiries are due by 15 August 2024 no later than 4:00 PM Eastern Time. Any bidder inquiries received after the stated date and time will not be answered. Additional proposal extensions are NOT anticipated; therefore, Offerors are expected to submit their best proposal by 29 August 2024 no later than 4:00 PM Eastern Time.

The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM) has a requirement to solicit and award an Indefinite Delivery, Indefinite Quantity (IDIQ), Single Award Task Order Contract (SATOC) with a capacity of $48M to provide regular and re-occurring facility maintenance, corrective maintenance services, and other related supporting tasks for multiple Kuwait Ministry of Defense (KMOD) installations and sites throughout the country. The duration of this contract is a (5) year ordering period, represented with a one-year base ordering period with four one-year optional ordering periods. This solicitation will be awarded on the basis of full and open competition in accordance with Federal Acquisition Regulation (FAR) Part 15 - Contracting by Negotiation and FAR Part 37 - Service Contracting. Proposals are due August 19, 2024, no later than 1600 ET. All proposal material is required to be submitted electronically in accordance with the following provisions listed in this paragraph (i.e., no hard copies will be accepted). All proposals in response to this solicitation shall be submitted electronically in the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil/. Proposals submitted by email, mail, or hand carried may not be evaluated. Proposals submitted via email are highly discouraged due to the opportunity for an email address to be misspelled and the proposal to be undelivered, email size restrictions, or proposal email delivered after the due date and time has passed. As part of the subject solicitation, a scheduled site visit will be available for those parties who wish to attend. In order to be granted access to attend the site visit, interested parties must submit 1) Photocopy of the passport for the individual who will be attending the site visit and/or 2) Photocopy of the Kuwait Civil ID for the individual who will be attending the site visit. Site visit attendance will be limited to two (2) individuals per company. Approval for access to the site visit location(s) is the purview of the Government of Kuwait and the Kuwait Ministry of Defense (KMOD). It is the responsibility of the firms planning to attend the site visit that they are familiar with the KMOD security requirements and restrictions, particularly those restrictions related to the nationality of potential attendees. The U.S. Government and USACE will not be responsible for any denial of access by the Government of Kuwait for any reason. Site Visit Submission Instructions: Interested parties who would like to attend the site visit must submit the access identification documentation listed above to the Contracting Officer Eric.L.Caruso@usace.army.mil, Contract Specialist Stephanie.L.Langhorne@usace.army.mil and Mikayla.B.Shanholtzer@usace.army.mil, Project Manager matthew.s.janow@usace.army.mil, and Contracting Officer Representative issa.dioubate@usace.army.mil. Background

Work Details
The scope of this IDIQ is for 'routine' installation, maintenance, alteration, and repair services. The scope of the services which could be executed under this SATOC includes such tasks as regular maintenance services on facility building systems and components such as HVAC, power generation, structural systems and roofs, communication systems, fire protection, elevators, and security systems to include cameras, CCTV systems, etc.
The contract will also allow for the repair and/or replacement of specific building systems, equipment, and infrastructure which have fallen into disrepair, procurement support (such as for spare parts, consumables, or other facility related equipment) and for minor construction incidental to or in support of the services required for an effective operations & maintenance (O&M) program.

Period of Performance
The period of performance (PoP) of this IDIQ contract is 5-years consisting of a 1-year 'base year' beginning at the time of contract award and including four (4) additional one-year option periods. This contract also includes contract up to an additional six (6) months past the end of the last option period. Task orders awarded during active ordering periods may include performance beyond the end of the IDIQ ordering period.

Place of Performance
The Contractor shall have the capability to perform at any location within the country of Kuwait.
