***Amendment 003 is to provide all answers to all questions from all submitters. Additionally, Attachment 3 was revised to remove references to NAVFAC on the jointly used NAVFAC/USACE Past Performance Questionnaire and replace references to submissions to NAVFAC with references to submit to USACE. Attachment 6 is added to include a list of CEFMS interfaces. The proposal due date and time is hereby extended to Thursday, 29 December 2022 at 430pm Eastern Standard Time.

***Amendment 002 is to provide the PowerPoint presentation from the pre-proposal conference that was held on 28 November 2022 and the list of conference attendees.

This will be the last amendment until questions and answers are compiled.

*** Amendment 001 is to clarify on the SF33 that the due date/time for questions is at 1630 (430PM) EST on Thursday, 1 December 2022. The updated SF33 is attached.

This announcement constitutes a Request for Proposals (RFP) in accordanxce with Federal Acquisition Regulation (FAR) Part 15 "Contracting by Negotiation". This procurement will be conducted as a total small business set-aside in accordance with FAR Subpart 19.5. The NAICS code is 541511 "Custom Computer Programming Services".

The Government anticpates award of a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a 66 month month period of performance consisting of one base year, four (4) one-year options and one six-month option to extend services. All task rders issued against this IDIQ will be Firm Fixed Price. Award will be made based on the best value to the Government using a subjective tradeoff source selection process.

Please note all RFP amendments or other publicly releasable information will reside within this announcement in the Contract Opportunities section of SAM.gov.

Proposal submissions are due no lated than 4:30PM, Eastern Standard Time on Friday 16 December 2022.

To be eligible for award, Offeror must be registered in SAM.gov. No paper copes of the RFP will be issued. No paper copies of proposals will be accepted. Offerors are responsible themselves to check SAM.gov for amendments to this RFP. Questions should be addressed to the Primary Point of Contact listed in this announcement, Mr. David A. Kaplan, Contract Specialist at email David.A.Kaplan@usace.army.mil and a copy submitted to the Secondary Point of Contact, Mrs. Sally M. Williams, Contracting Officer at email: Sally.M.Williams@usace.army.mil. The Government will consider all correspondence submitted prior to the deadline for questions, but will not issue individual responses. No questions will be accepted via telephone with the exception of the pre-proposal conference scheduled for Monday 28 November 2022 at 1100-1300 Eastern Standard Time. No individual meetings with offerors will be scheduled. Voicemails or requests for meetings will not receive a response. Questions received after the deadline for questions may or may not recieve a response. Questions are due no later than 4:30PM on Thursday 1 December 2022.
