Background
The U.S. Naval Air Facility, Atsugi, Japan is soliciting proposals for the maintenance and inspection of HVAC systems, hangars, aboveground storage tanks, and underground storage tanks. The contract requires the contractor to provide all labor, supervision, management, tools, materials, and equipment necessary to continuously maintain and inspect these systems. The solicitation is a Request for Proposals (RFP) and the Government will evaluate proposals using the Lowest Proposal Technically Acceptable (LPTA) process. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract.

Work Details
The work includes but is not limited to: providing maintenance and inspection services for HVAC systems, hangars, aboveground storage tanks, and underground storage tanks at the U.S. Naval Air Facility in Atsugi. The contractor is required to perform various tasks such as turning on or off equipment, adjusting valves per season, securing systems for the next season or mode change (cooling to heating or vice versa), resetting thermostats, monitoring system functions according to manufacturer's instructions, chemical cleaning on chiller and cooling tower every four years or as needed annually, overhaul of pumps as part of seasonal start-up work at no additional cost to the Government, submitting start-up/shutdown work reports and deficiency status reports as required.
