409th Contracting Command, 928th Contracting Battalion (CBN) / Regional Contracting Office Bavaria (RCO) intends to issue a solicitation for a single award Hybrid Requirements Type Contract including FFP, LH and T&M portions. The requirement will include the Maintenance, inspection and repair work on fire extinguishing and sprinkler systems at USAG Bavaria. This is a non-personal services contract to provide Base Operation and Support Services for the U.S. Army Garrison Bavaria at Grafenwoehr-Tower Barracks (TB), Vilseck-Rose Barracks (RB), Hohenfels (HOH) and Garmisch-Partenkirchen (GAP). The Government will not exercise any supervision or control over the contract service providers. The Contractor shall perform to the standards specified in the Performance Work Statement (PWS). Contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary as defined in the PWS.

The contract will be for a duration of one basic year including two option years. The estimated quantities which may be ordered against the resulting contract may vary in practice, and are not guaranteed quantities/amounts.

The purpose of this amendment is to make the following changes as shown below and to incorporate an updated ELIN schedule as attached to this amendment.

Background
The 409th Contracting Command, 928th Contracting Battalion / Regional Contracting Office Bavaria intends to award a single‐award hybrid requirements contract (firm‐fixed‐price, labor‐hour and time‐and‐materials) for non-personal base operations and support services.
The contract supports the U.S. Army Garrison Bavaria mission to maintain, inspect and repair fire extinguishing and sprinkler systems without government supervision or control.
Contractor performance is governed by a Performance Work Statement (PWS) and associated attachments, technical exhibits and common levels of support.

Work Details
Provide complete maintenance, inspection, testing and repair of all fire extinguishing and sprinkler systems at USAG Bavaria communities (Grafenwoehr-Tower Barracks, Vilseck-Rose Barracks, Hohenfels, Garmisch-Partenkirchen) IAW manufacturer guidelines, applicable German and U.S. Army regulations, and PWS requirements, including but not limited to:
- Monthly, semi-annual and annual preventive maintenance of portable fire extinguishers, powder, foam and sprinkler systems
- Safety inspections after ten (10) and twenty/twenty-five (20/25) years of operation to identify systems for detailed inspection and submission of approved schedules (Deliverable A012)
- On-call breakdown response: lump sum cost covering travel, two hours on-site labor to diagnose and restore operation, plus labor and materials estimate for repairs (PWS 7.1.1.14.1)
- Emergency services response IAW PWS 2.3 and Attachment 01 – CLS 411
- Demand Maintenance Orders (DMOs) and Preventive Maintenance Orders (PMOs) under the preventive maintenance plan
- Provision of cost estimates for recommended repairs: verbal immediately and written within three business days (Attachment 01 – CLS 411, PWS 5.2.2.9)
- Completion of approved repair work within five calendar days of COR approval
- Restoration of landscape damage at no cost to the government
- Update and submission of Technical Exhibits and work certificates as specified in the PWS
- Development and implementation of a Quality Control Plan (QCP) and Quality Assurance Surveillance Plan (QASP), including inspection checklists, corrective action procedures and files subject to government review
- Coordination and attendance at meetings with the Contracting Officer’s Representative (COR) as requested

Period of Performance
One (1) basic ordering year from contract award date, with two (2) one-year option periods

U.S. Army Garrison Bavaria – Military Communities: Grafenwoehr-Tower Barracks (TB), Vilseck-Rose Barracks (RB), Hohenfels (HOH) and Garmisch-Partenkirchen (GAP) in Germany

Bidder Requirements
Prime contractor must hold DIN ISO 9001:2015 and DIN EN ISO 14001:2015 certifications. Key personnel and technicians must be reachable within the area of performance and available by telephone, fax and email during operation hours.
Evidence of qualifications for key personnel and technicians (e.g., VdS certification for sprinkler maintenance, specialized training certificates for powder and foam extinguishing systems) must be submitted to the COR during the Pre-Performance Conference or within five days after award. Contractor shall obtain all required licenses and permits, comply with PWS security and safety training (including applicable DOD 8570.01 information assurance training), and ensure personnel comply with site access and key control procedures per PWS 1.4.
