Background
The Bureau of the Fiscal Service (Fiscal Service), on behalf of their Information and Security Services (ISS), is issuing this unrestricted Brand-Name or Equal solicitation to establish a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract for obtaining Mainframe Cloud Transition Services and Support on an as needed basis. Fiscal Service requires transition to a cloud mainframe that is either IBM (SmartCloud) or equal in its capabilities of providing minimum salient characteristics, as outlined in the Performance Work Statement (PWS). The Fiscal Service mission of supporting the financial integrity and financial operational efficiency of the federal government is dependent upon IT applications that use mainframe services at Fiscal Service data centers in Parkersburg, West Virginia and Kansas City, Missouri. Fiscal Service has a need to transition the on-premises mainframe-dependent IT applications to a cloud mainframe platform. Additionally, non-mainframe dependent Fiscal Service applications may need support in transitioning to and operating on cloud platforms while engaging cloud engineers and other subject matter experts (SME) to performing the duties required in a cloud platform environment.

Work Details
The contractor shall perform a broad range of cloud mainframe services including set-up and transition services such as developing, maintaining, and executing a transition plan, establishing infrastructure and network connectivity, providing application testing windows, supporting environment/application testing and cutover activities during final cutover; operation services including incident management, system operations, batch job scheduling, batch monitoring and restart, application library maintenance, operating system support, software maintenance and currency, performance and capacity management, storage management, network management, hardware and software management, change management, problem management; disaster recovery activities; logging; priority ticketing and problem/incident resolution; participation in testing activities; actively seeking process and efficiency improvements; performing management within an encryption key manager; surge services – ability to increase cloud environment capacity as needed.

Place of Performance
The geographic locations where the contract will be performed include Fiscal Service data centers in Parkersburg, West Virginia and Kansas City, Missouri.
