Description

The United States Air Force, AFLCMC/PZIBB, Wright-Patterson AFB, Ohio 45433-5344. This is a synopsis published for informational purposes only. This proposed action is for the acquisition of Combination Scalar and Vector Magnetometers. It was determined that QuSpin, Inc. is the only source capable of providing a product meeting the Governments specifications in the attached SOW. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1), resulting in a firm fixed price contract.

The proposed procurement will be a Sole Source under North American Industry Classification Systems Code (NAICS) 344516. Size standard is 1,000 Employees. The proposed source is QuSpin, Inc. 331 South 104th St, Suite 130 Louisville, CO 80027. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: QuSpin, Inc. is the only known source capable of meeting the Government's requirements. Therefore, it is in the best interest of the Government to award to QuSpin, Inc. Please see Attachment 2, Sole Source Justification, for more complete details.

Background
The United States Air Force, AFLCMC/PZIBB, located at Wright-Patterson AFB, Ohio, is seeking to acquire Combination Scalar and Vector Magnetometers. QuSpin, Inc., based in Louisville, CO, has been identified as the sole source capable of meeting the Government's specifications outlined in the Statement of Work (SOW).

The purpose of this acquisition is to support the Autonomy & Navigation Technology (ANT) Center at the Air Force Institute of Technology (AFIT), which focuses on satellite and complementary navigation technologies. The contract aims to provide high-quality sensors essential for educating AFIT students and other DoD personnel in magnetic anomaly navigation (magnav), an alternative to GPS-based navigation.

Work Details
The contractor shall provide two scalar quantum/atomic magnetometers with vector sensing add-ons. The specific requirements include:
- A scalar magnetometer with less than 1nT of measurement error
- External magnetic field generation in three axes to enable measurement of field variation with added field
- Capability to control external field generation hardware
- Capability to combine sensor measurements with and without external field addition to generate full magnetic vector measurement.

This requirement can be met with:
- 2x QuSpin’s Gen-2.0 QTFM sensor
- 2x Vector Add-on
- 2x Advanced Comms board
- 2x carbon fiber case for the QTFM sensor
- 2x Carbon fiber case for the advanced comms board
- Shipping.

Period of Performance
Delivery of the sensors is required within 60 days of the purchase order being submitted.
