Synopsis:

NASA/NSSC has a requirement for Magnetic Field-Assisted Finishing of Additively Manufactured GRCop-42 Internal Channels and Characterization of Channel Performance.

NASA/NSSC intends to issue a sole source contract to UNIVERSITY OF FLORIDA 1523 Union RD RM 207 Gainesville, Florida 32611-1941 United States under the authority of FAR 13.106-1(b)(1)(i). It has been determined that UNIVERSITY OF FLORIDA is the sole provider of Magnetic Field-Assisted Finishing of Additively Manufactured GRCop-42 Internal Channels and Characterization of Channel Performance.

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Marshall Space Flight Center (MSFC).

The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.

The NAICS Code for this procurement is 611310

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12 p.m. Central Standard Time on 6/2/2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Background
NASA/NSSC has a requirement for Magnetic Field-Assisted Finishing of Additively Manufactured GRCop-42 Internal Channels and Characterization of Channel Performance. The contract is intended to be issued as a sole source to the University of Florida, which has been determined to be the sole provider for this specialized service. The goal of this contract is to evolve additive manufacturing technologies and enhance surface characteristics for components supporting NASA's technology development projects.

Work Details
The contractor shall complete the following tasks:

1. Develop a process to polish GRCop-42 laser powder bed fusion samples using magnetic assisted finishing. This includes refining existing MAF equipment, developing polishing tools, and clarifying polishing characteristics and material-removal mechanisms.

2. Characterize relationships between polishing processes, surface integrity, and channel performance by examining flow resistance, heat transfer, corrosion resistance, and fatigue strength of channels polished with various methods. This includes performing microscopic analysis using stylus roughness testers, optical profilers, and scanning electron microscopes.

3. Ensure a minimum cost sharing of 25% of the total NASA budget for machine/process development, materials, labor, funding, and testing.

4. Complete a detailed report in the form of a NASA Technical Memorandum or other publicly available reports on the results of sample polishing.

5. Provide interim updates every six months to discuss progress and related risks with NASA personnel.
