Description

NAVSUP Fleet Logistics Center Puget Sound (FLC PS) is seeking small business concerns capable of performing a Machinery Condition Assessment (MCA) Survey aboard USS TRIPOLI (LHA-7).

The contractor shall perform narrowband vibration data collection and analysis on approximately 6,056 machines per NAVSEA Standard Item 009-104, trend results against prior baseline data, provide a pre-departure briefing to the Surveillance Officer/CHENG/Port Engineer, and submit a final report within two weeks of completion. Personnel must include a former Naval Engineer (EOOW-qualified) or Professional Engineer (PE) to lead the team and ISO 18436-2 certified vibration analysts. Up to 25 additional machines may be surveyed upon request.

Requested Information:
Interested vendors are invited to submit capability statements including:

  1. Company name, address, UEI, CAGE Code, business size/socio-economic status (SB, 8(a), SDVOSB, WOSB, HUBZone, etc.).
  2. Summary of experience performing MCA surveys or vibration analysis aboard Navy LHA Class Machinery or (include contract numbers if available).
  3. Personnel qualifications (EOOW/PE lead, ISO 18436-2 certified analysts).
  4. Ability to mobilize to Sasebo, Japan within the performance window.

Background
NAVSUP Fleet Logistics Center Puget Sound (FLC PS) is seeking small business concerns capable of performing a Machinery Condition Assessment (MCA) Survey aboard USS TRIPOLI (LHA-7).
The goal of this contract is to ensure the operational readiness and reliability of the machinery on the vessel through comprehensive assessment and analysis.

Work Details
The contractor shall perform narrowband vibration data collection and analysis on approximately 6,056 machines per NAVSEA Standard Item 009-104.
The tasks include:
1. Conducting trend analysis against prior baseline data.
2. Providing a pre-departure briefing to the Surveillance Officer, Chief Engineer, and Port Engineer.
3. Submitting a final report within two weeks of completion of the survey.
4. Personnel must include a former Naval Engineer (EOOW-qualified) or Professional Engineer (PE) to lead the team and ISO 18436-2 certified vibration analysts.
5. Up to 25 additional machines may be surveyed upon request by the Surveillance Officer.
6. Deliverables include a Pre-Departure and Final Machinery Condition Analysis Report that details: ship visited, dates of visit, results of visit (Executive Summary), diagnoses for each machine with severity levels (Slight, Moderate, Serious, Extreme), and recommendations for repairs prioritized accordingly.
