Background
The Department of Defense (DoD) is initiating a prototype project under the authority of 10 USC 4022, which allows for the establishment of Other Transaction Prototype (OTP) Projects with potential for follow-on production capability.

The goal of this contract is to develop a Mach 7 Free Jet Nozzle, which is essential for hypersonic Test and Evaluation (T&E) missions at the Arnold Engineering Development Complex (AEDC). The project aims to create a calibrated, cooled Mach 7 free jet nozzle throat, common bell section, and cooling manifolds as detailed in the attached performance parameters document.

Work Details
The scope of work includes:
1. **Prototype Phase**: Vendors will compete to develop a successful business process and conceptual design for a fixed area-ratio, true temperature Mach 7 Free Jet Nozzle.
2. **Follow-on Production Phase**: Successful prototypes may lead to a follow-on production agreement for the development of the Mach 7 Free Jet Nozzle.
3. **Key Process Input Variables (KPIV)**: Vendors must address KPIVs in their submissions, including:
- Project Management Plan detailing structure, cost management, schedule tracking, and performance metrics.
- Conceptual Design including Technical Requirements Document (TRD), hazard analyses, design narrative, and design drawings.
- Risk Management Plan identifying major risks and mitigation strategies.
- Past Performance Detail on similar projects.
- Sub-contracting Plan if applicable.
4. **Evaluation Process**: Vendors will submit whitepapers that elaborate on KPIVs; scoring will determine which vendors proceed to the prototype proposal stage.

Place of Performance
The work will primarily take place at facilities capable of supporting hypersonic testing and evaluation activities, specifically at Arnold Engineering Development Complex (AEDC).
